- Upfitting Three Law Enforcement vehicles. BLM - Utah. The Bureau of Land Management (BLM) Utah seeks a shop to perform vehicle upfitting on three (3) Law Enforcement vehicles. The upfitting work consists of three new 2018 Dodge RAM 1500s that need accessories (ex: satellite radio) removed from the old vehicles and installed into the new vehicles along with accessories (ex: gun rack) that will be new and will be installed in the new vehicle. The BLM Utah will provide the shop with some of the new accessories and the shop will, for some new accessories, purchase the accessories and install them in the new vehicle. Three of the attached files detail separately what accessories are needed for each of the three new vehicles and notate which ones are to be transferred and which are to be purchased new. The BLM Utah will only accept quotes from shops that are within a round trip driving time of eight (8) hours as determined by MapQuest (https://www.mapquest.com) from the point of origin of the new vehicles. The point of origin of the new vehicles is the BLM Color Country District Office located at 176 East DL Sargent Dr. Cedar City, UT 84721. This is because: 1 of 2) the BLM Utah will not incur the additional cost of paying overtime pay for the two Rangers that will be doing the vehicle shuttling for the upfitting work and 2 of 2) the BLM Utah will not incur the additional cost of paying for an overnight motel stay for the two Rangers that will be doing the vehicle shuttling for the upfitting work. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 140L5718Q0009 and it is a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97 01/24/2018. This procurement is a 100% total set aside for small business and it is being conducted under NAICS code 811118 Other Automotive Mechanical and Electrical Repair and Maintenance under which, to be a small business, a company must have $7.5 million dollars or less in average annual receipts in this category. The provision at FAR 52.212-1 Instructions to Offerors applies to this acquisition and any addenda to it are in the attached file regarding Clauses. The provision FAR 52.212-2 Evaluation - Commercial Items is applicable to this acquisition and it and its' details are in the attached file regarding clauses. The method of source selection is LPTA (Lowest Priced Technically Acceptable) with reference checks being a go / no-go factor. The determination of quotes being technically acceptable or not being technically acceptable is the sole decision of BLM - Utah. In regards to price and different shops being different distances from the point of origin of the vehicles (Cedar City, Utah) and hence different costs of doing business incurred to the BLM - Utah: to all quotes received the BLM - Utah will add on for the purpose of conducting the price evaluation and determining the lowest priced quote an adjustment to the price that is the BLM - Utah's cost of shuttling the vehicles to that particular shop. That price adjustment will not be added in to the cost of the work; it is for the internal administrative purpose of determining the BLM's cost of doing business. That adjustment is: 1 of 2) $80.00 per hour for round trip driving time as determined by MapQuest (https://www.mapquest.com). This is two Rangers at $40.00 per hour per Ranger & 2 of 2) $0.17 per mile for the round trip of the vehicles being shuttled. The cost per mile is the 2018 GSA (Government Services Administration) rate for a federal government vehicle. The number of miles will be as determined by MapQuest (https://www.mapquest.com). All offerors must include with their quote a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications - Commercial Items which is in the attached file referencing Clauses. All contractors wishing to do business with the federal government must have an active entry in the SAM computer system (https://www.sam.gov) and not be debarred from federal contracting. The FAR clause at 52.212-4 Contract Terms and Conditions - Commercial Items applies to this acquisition and any addenda to the clause are in the attached file referencing Clauses. The clause at FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items applies to this acquisition and those that apply are marked in the attached file referencing Clauses. This procurement is a service and hence is governed by the Service Contract Act. In particular the service contract act wages are in effect. These will be the service contract act wages for the county where the shop is located where the work will be done. The attached file regarding the service contract wages is for Iron County, Utah in which Cedar City, Utah is located. If the work is to be done in a different county, the service contract act wages for that county will be provided to the shop that will be performing the work. The service Contract Act Wages for all counties in the United States are available at https://www.dol.gov.
