Description
Request for Information Commodity Enterprise Contract Next Generation This is a Request for Information (RFI), only, issued in accordance with Federal Acquisition Regulation 15.201(e), for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any supplies and/or incidental services described herein. DO NOT SUBMIT A PROPOSAL OR QUOTE. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. Please be advised that the VA will not reimburse Respondents, in any way, for any costs incurred in the preparation and/or submission of responses to this RFI; all costs associated with responding to this RFI will be solely at the Respondent s expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the Respondent. Interested parties are responsible for adequately and clearly marking proprietary, restricted, and/or completion sensitive information contained within their response. VA maintains a complex, information technology (IT) enterprise architecture. Accordingly, VA is seeking to establish the Commodity Enterprise Contract Next Generation (CEC-NG) vehicle through which it will acquire, and ensure standardization of, commercial IT hardware and associated installation, configuration, warranty, maintenance, and technical support services solutions across the VA enterprise. The VA Technology Acquisition Center (TAC) is seeking comments and feedback related to the DRAFT Performance Work Statement (PWS) and related product specifications for the anticipated CEC-NG, which, if solicited, will be a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) Multi-Agency Contract. For the purposes of this RFI, the IT Hardware Commodity Product purchases contemplated for this effort include, but may not be limited to, end user devices (e.g., laptops, desktops, zero clients, and tablets); servers; networking and security appliances (e.g., switches, routers, wireless access points, controllers, and firewalls); storage arrays/storage appliances and storage accessories (e.g., backup tapes, memory modules, replacement hard disk drives); converged virtualization infrastructure; and supporting technologies (e.g., printers, multi-functional devices, telephony, and video teleconference equipment). After reviewing the DRAFT PWS and all DRAFT PWS Attachments, interested and capable parties are invited to provide responses to the questions below, as well as any additional comments, feedback, and/or questions it wishes to submit to the Government relative to the CEC-NG DRAFT PWS and all attachments thereto. Responses should follow the below format and be submitted electronically via Email to the individuals specifically identified herein. There are no page limitations for RFI responses; however, there are size limitations that must be adhered to. Email sizes shall not exceed 5 Megabytes (MB). Responses larger than 5MB shall be split into multiple emails, each of which shall not exceed 5MB. When sending multiple emails, the subject line shall clearly identify the total number of messages (i.e. Part _ of _ ). The CEC-NG DRAFT PWS includes line numbering. For ease of reference responses should identify the page number and line number associated with any submitted comments, feedback, and/or questions for the CEC-NG DRAFT PWS. Marketing materials and general capability statements shall not be provided. Company Name: Address: Point of Contact: Phone Number: Email Address: CAGE Code: Has the DRAFT PWS sufficiently described the Government s requirements for IT Hardware Commodity Products and incidental support services? ______ YES _______ NO If no, please provide your comments/recommendations to the DRAFT PWS. Please provide any remaining positive or negative feedback regarding any area of the DRAFT PWS such as recommended changes, noted exceptions, ambiguities, etc. VA is particularly looking for feedback and recommendations in the following areas: On-line cataloging and ordering portals. PWS Section 5.1.7 explores the VA s vision for potential repositories of CEC-NG IT Hardware Commodity Product information. Specifically, it discusses three (3) options: (1) a Government-created portal; (2) a Contractor-created and maintained CEC-NG Product Catalog, available in electronic format; and (3) a Contractor-created and hosted portal. Depending upon the Government s final determination as to whether it requires a Government or Contractor-hosted portal under any resulting contract, and when that portal will ultimately be available for use, more than one (1) may be necessary in order to ensure that CEC-NG product information is readily available at all times. Centralized support strategy (centralized technical support, help desk, trouble ticketing, etc.) Centralized management (configuration management, asset management and tracking, pre/post deployment application/image management, technology refresh/insertion, etc.) Does your company appear to fit as a prime contractor for this effort? A subcontractor for this effort? VA currently anticipates that this effort would fall within North American Industry Classification System (NAICS) Code 334111, Electronic Computer Manufacturing, which has a size standard of 1,250. If interested as a Prime Contractor, is your firm currently registered in VA s Vendor Information Pages (VIP) database under NAICS Code 334111? Yes ____ No ____ Can your company provide the full breadth of commodities and incidental support services required in the DRAFT PWS across the entire VA footprint without teaming arrangements? With teaming arrangements? Based on your response to question #5, what is your projected order processing/delivery capacity (e.g., delivery turnaround time, monthly product quantities, etc.) to simultaneously support not only a large agency like VA, but other government agencies? Do any particular commodity categories need longer lead times than others? If so, explain in your response. For each CEC-NG IT Hardware Commodity Product (as identified in DRAFT PWS Attachments B through G), please list all makes/models you are aware of that are not only manufactured by Small Businesses (based on the non-manufacturer rule size standard of 500 employees or less), but meet all required product specifications. For each product identified, please also provide any available information regarding annual production capability. If you are not aware of any IT Hardware Commodity Products that are both manufactured by Small Business (based on the non-manufacturer rule size standard of 500 employees or less), and meet all required product specifications, please state as such. Is your company currently providing similar services to any government agency or other non-government customers? If so, please identify the agency or non-government customer. If you are unwilling to share your customers' identity, please address whether your company offers the same or similar services, commercially (outside the federal government). A goal of CEC-NG is to ensure that its users consistently obtain IT Hardware Commodity Products, and any related incidental software and/or services, at a fair, reasonable, and highly competitive firm-fixed price. Do you have any recommended pricing strategies for a contract of this type, which will ensure that VA receives the best pricing over the life of the contract? DRAFT PWS Section 9.0 identifies the maximum warranty period that may be required for each IT Hardware Commodity Product Group. Some IT Hardware Commodity Product Groups include seven (7) year warranty requirements. Can your company accommodate the maximum warranty periods identified within DRAFT PWS Section 9.0, and if not, what is the maximum warranty period your company could accommodate for each IT Hardware Commodity Product Group?
