Description

Request for Information (RFI) Identify Alternative Products This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. All submissions become Government property and will not be returned. Responses should be no longer than 10 pages. VA is issuing this RFI to identify alternative commercially available software tools and methodology to effectively measure the accessibility of Portable Document Formats (PDF) electronic documents and track performance towards achieving great accessibility consistent with Section 508 requirements. VA currently uses Netcentric CommonLook Clarity, CommonLook Suite Professional, which encompasses CommonLook PDF Global Access Advanced and CommonLook Office Global Access Professional products. These software products provide VA with the following required features/functionality: automating the accessibility of complex data tables, allowing for specific tagging of images on each page, and providing a mechanism to verify document conformance to a variety of standards including but not limited to the Section 508 Refresh standards that are not found in Adobe Acrobat -allows for Microsoft applications to make non-compliant documents compliant and converts Microsoft Office documents into accessible PDFs, formatting documents so they are readable by disabled users Assistive Technology. -ability to tag images, data tables, and columns in Microsoft documents properly, all required by Section 508 Web Content Accessibility Guidelines (WCAG 2.0) - ability to scan and track the accessibility of non-compliant PDFs and Microsoft Office documents across the enterprise, assess the degree of compliance, and reporting of the non-compliant documents that have been found including; how those documents were created, how many defects were found, and who the author was for the document Responses to this RFI shall be submitted via email to Contract Specialist, Raymond Mesler, at Raymond.Mesler@va.gov no later than 12pm noon EST on March 09, 2018. Product information, brochures, part numbers, and/or other description information may be included with the submission. THIS IS NOT A SOLICITATION.
