- This is NOT a Solicitation. This is a Notice of Intent to Sole Source. The U.S. Army Corps of Engineers (USACE), Portland District intends to award a sole source contract to the Oregon State University (OSU) Cooperative Chemical Analysis Laboratory (CCAL) for continual water test sampling services for the Portland District's Lower Columbia, Willamette, and Rogue River Basin projects. In a continual effort to improve water quality conditions in the Corps Reservoirs, while meeting the Reasonable and Prudent Alternative (RPA) 5.1.4 in the National Marine Fisheries Service's (NMFS) 2008 Biological Opinion (BiOp) titled Monitoring and reporting of interim water quality improvement measures, the Corps conducts bi-weekly or monthly water quality sampling during the months of April through December. Due to state and federal regulations concerning water quality, it is mandatory to collect and analyze water quality information in the Corps reservoirs. The mission of this procurement is to be able to correlate the sampling results taken over the last three decades to the results from samples collected this year and in the future at the Columbia, Willamette, and Rogue Basin reservoirs, including Willow Creek Reservoir. This will allow the Corps to document water quality fluctuation in the reservoirs and ensure current and future attainment of federal and state regulations. Lab sampling results vary from one lab to the next due to the use of varying lab analysis techniques, equipment, experience, and local knowledge. To maintain consistency and comparability throughout decades with sampling analysis results, sample analyses need to be conducted by the same laboratory. CCAL has performed nutrient analyses of water quality samples for the Portland District since 1987. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 and FAR 13.106-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541380 - Testing Laboratories. The size standard as defined by the U.S. Small Business Administration is $15 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Responsible sources may submit a capability statement to the Contracting Officer before the notice end date. If no affirmative written responses are received by 2:00 PM PST on 14 March 2018, an award will be made without further notice. Oral communications will not be accepted in response to this notice.
