- Synopsis for Additional Work, Ceiling Increase, and Extension of Performance to Contract W56KGY-16-C-0017 This synopsis is to inform industry that the Government intends to modify contract W56KGY-16-C-0017 to increase the maximum contract ceiling from $3,485,934.81 by $5,582,104.96 to $9,068,039.77, extend the period of performance of Option Period Two by 12 months, and add the following supplies/services: 1. Procurement of 21 additional ED3Ms to support integration into the Stryker Family of Vehicles (FoV) Client Systems and Army evaluation of the ED3M. 2. Procurement of an Integrated Master Schedule (Contract Data Requirements List (CDRL) for the purpose of verifying GPS Source's attainability of contract, program, and schedule objectives. 3. Procurement of a Risk Management Framework (RMF) Package (CDRL) to satisfy the requirements of Department of Defense Instruction (DoDI) 8510.01, Risk Management Framework (RMF) for DoD Information Technology (IT) dated 12 March 2014. The contract was awarded to GPS Source on 15 September 2016 and provides engineering and technical services related to the integration of Military GPS User Equipment (MGUE) cards into 15 D3s for Program Manager (PM) Positioning, Navigation, and Timing (PNT). Services include supporting host and platform integration, resolving installation issues, identifying operationally-critical issues, performing impact assessments, providing engineering support for designing, prototyping and testing of modifications to the D3, and conducting studies or analyses of proposed hardware (HW)/software (SW) changes to the GB-GRAM-M or the D3 relative to its use as the host for MGUE. The Government intends to modify this contract pursuant to 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements to the Original Equipment Manufacturer (OEM), GPS Source. The US Government does not own the Technical Data Package (TDP). An increase in the ceiling of the current contract is required to maintain services for the current period of performance through to the 12 month extension to Option Period Two. In addition, the new work is required to expedite test events, improve program management, and comply with Department of Defense requirements. Furthermore, the 12 month extension to Option Period Two was added to afford more time, if needed, to address potential issues relating to the integration and testing of MGUE cards during contract performance. The Government projects to award this modification by late March 2018. IAW FAR 5.207(c)(16)(ii) - All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
