- Drawing 5 SOW Drawing 2 Drawing 1 Drawing 3 Drawing 4 Description: Construction of Health Center at La Carmelita, Puerto Asis, Putumayo Colombia, South America Project Description: The Regional Contracting Office Bogota intends to award a Firm Fixed Price construction contract to build a health center at la Carmelita, Puerto Asis, Putumayo, Colombia, in support of the HAP projects in Colombia. Work executed by the contractor shall include but is not limited to: - Demolishing of existing building. - Project site localization and layout. - Provisional fencing and temporary storage area. - Stripping topsoil, all excavation, backfill and compaction. - Construction of concrete foundation and structure, masonry, roofing and finishes. - Masonry. - Perimeter fence. - Hydraulic, sanitary and rainwater network. - Electrical feed connection (includes: electrical transformer and medium voltage network extension). - Electrical network. - Voice and data network. - UPS 5kVA. - Grounding system. - Supply and installation air conditioner units. - Deep water well. - Water purification system. - Commemorative plate, informative banner and clean-up. Note: The Contractor shall verify all dimensions and/or quantities on site before providing proposal and commencing works. Provided quantities are approximated and it is contractor responsibility to verify these dimensions during the site visit. If discrepancies are found, he shall immediately notify contracting officer and contracting officer representative. The Contractor and their subcontractors shall comply with Colombian Safety regulations and laws. Where project activities are not governed by Colombian regulation, the contractor shall comply with safety and health requirements as established by EM 385-1-1, by U.S. Army Corps of Engineers. A Statement of work (SOW) and related documents are attached to this synopsis, for greater detail regarding the requirements for this construction project. Place of performance: The work to be performed under this contract will be performed at La Carmelita, Puerto Asis, Putumayo, Colombia, South America Magnitude: The magnitude of this project is estimated between $300,000 and $500,000 US Dollars Obtaining the solicitation: It is anticipated the official Request for Proposal (RFP) for this procurement will be released on or around 26 May 2018. The solicitation will be issued unrestricted to allow U.S. and non-U.S. firms to participate. This requirement will not be set aside; but will be solicited full and open to obtain maximum competition. The solicitation and any technical exhibits (when applicable), which will include sketches and specifications, will be available for download from the Federal Business Opportunity (FBO) website at https://www.fbo.gov. All notifications of changes to the solicitation will be made through FBO by electronic means only. It is the contractor's responsibility to check for any posted changes to the solicitation. Vendors are encouraged to pay close attention to instructions outlined in the solicitation and synopsis. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any proposal preparation costs. All costs associated with the preparation and submission of a proposal are the responsibility of the contractor. SAM registration: The Contractor is required to be registered in the System for Award Management (SAM) in order to receive a contract award. Interested parties can obtain further information on the SAM website at https://www.sam.gov. There is NO fee to register on this site. Construction Time: Estimated construction time is 210 calendar days from issuance of Notice to Proceed. Contract Type: The Government intends to award a single award, firm fixedprice, for the construction of the Health Center referenced above. Site Visit: An organized pre-solicitation site visit will took place 26 March 2018 to 14 April 2018. In the event an additional site visit is planned, a notice will be posted in FBO as an amendment to this synopsis. If an additional site visit is conducted; interested contractor representatives will be responsible for paying their own transportation and related costs for travel to and from Puerto Asis, Colombia Contract Award Evaluation Criteria: The Government will award a contract resulting from the solicitation to the responsible party whose offer, that conforms to the solicitation, represents the Lowest Priced Technically Acceptable (LPTA) offer in accordance with FAR Part 15.101-2.
