- This is a Sources Sought Synopsis for the purpose of conducting market research and obtaining industry information only. The National Park Service will use information obtained through this synopsis to develop an acquisition strategy. Proposals are NOT being requested nor accepted at this time. A complete Statement of Work will be provided and questions will be answered during solicitation of this requirement. REQUIREMENT: Yellowstone National Park requires a mobile asphalt plant and materials to mix 8,500 tons minimum /not to exceed 10,000 tons of 3 bin PG58-28 asphalt mix. (Asphalt concrete aggregate, Oil/Anti- Strip, Mixing). Contractor shall provide Asphalt concrete aggregate, PG58-28 oils, anti-strip, labor and equipment to produce 5,000 tons mix on site at the Frog Rock pit approximately five miles east of Mammoth Hot Springs, Wyoming, then move the plant to Grebe Pit approximately 28 miles south of Mammoth Hot Springs, Wyoming, or to Arnica pit approximately 42 miles south of Mammoth Hot Springs, Wyoming, to produce an additional 3500 tons of mix. Contractor shall provide contract mixing of 8500 tons of PG58-28 asphalt with a ½ % anti-strip additive using a 3 bin aggregate gradation for the mix. The largest size rock in the mix would be all material passing the 5/8 inch sieve. The mobile asphalt mixing plant used in Yellowstone National Park shall be equipped with a bag house pollution control system (wet scrubber is not acceptable). Option Line Items: Up to an additional 1500 tons of 3 bin PG58-28 asphalt mix. Line items include all labor, materials and equipment necessary to supply mix at a plant within Yellowstone National Park. National Park Service (NPS) trucks will pick up the mix, Freight-on Board (FOB) at contractor ™s plant site for distribution to application sites.
