Page 2 of 3 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY INTRODUCTION: National Cemetery Administration (NCA), announces its intention to procure on a competitive basis, Presentation Folders. The folders are intended to hold Presidential Memorial Certificate (PMCs), signed by the current President, to honor the memory of deceased Veterans who are eligible for burial in a Department of Veteran Affairs National Cemeteries. DISCLAIMER: This Request for Information (RFI) is issued solely for information and planning purposes, it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the National Cemetery Administration (NCA) is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party s expense. Not responding to this RFI does not preclude participation in any future RFQ/RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. All interested parties should submit a Capability Statement, to include the NAICS Code his or her company utilizes for this procurement. All information received in this RFI that is marked "Proprietary" will be handled accordingly. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. FAR clause 52.215-3," Request for Information or Solicitation for Planning Purposes", is incorporated by reference in this RFI. OVERVIEW: This RFI is seeking responses from Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, and Woman Owned Small Business. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 323111, with the corresponding size standard of 500 Employees. If there is a NAICS Code that is more appropriate to the industry for this commodity, please submit the NAICS Code in your Capability Statement. DESCRIPTION OF THE SUPPLIES OR SERVICES: The contractor shall produce, supply, and deliver Navy Blue Padded Presentation folders for, Presidential Memorial Certificate (PMCs), to National Cemeteries listed below. The supply and delivery of folders are for FBO Destination, with an ARO of 10 Days After Receipt of Orders. However, if the industry utilizes a different form of delivery (example; FBO Origin), please present your recommendation and rationale as to why a different form of delivery is a better choice. It is specific to accommodate a standard 8.5 x 11 Certificate. Centered on the front facing cover of the document holder is the logo for the National Cemetery Administration printed in a raised Golden Print. The standard logo depicts the 5-Star Eagle holding two crossed American Flags in its talons. The design is surrounded by DEPARTMENT OF VETERANS AFFAIRS above the graphic, and UNITED STATES OF AMERICA completing the circular design below the graphic and the entire design is then surrounded by a rope design. The front and rear outward facing sides of the document holder are embossed with a double-edged outline visually implying a document frame outline. The interior of the folder is lined with a white silk fabric and when the folder is opened the interior front facing surface is equipped with four material corner supports that are installed to support the individual corners of the document that is inserted into the holder. The orientation of the document holder is a vertical book holder and each holder comes equipped with a clear 8.5 x 11 acetate document protector.
