This Request For Proposal FA4610-18-R-0001 will be a multiple award indefinite delivery indefinite quantity contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 236220. All other firms are deemed ineligible to submit offers. The small business size standard is $36.5M. The Government has a need for a Simplified Acquisition of Base Engineer Requirements (SABER) program. The SABER program shall provide a streamlined means to complete construction projects for the 30th Civil Engineering Squadron (CES). The work entailed consists of a broad range of maintenance, repair, and construction work on real property. Work identified includes but is not limited to various trades such as carpentry, asbestos abatement/removal, demolition, mechanical, electrical, plumbing, concrete masonry, alteration of real property, and painting projects on Vandenberg AFB and its associated sites to include Pillar Point Air Force Station (PPAFS), Point Mugu, and the Santa Ynez Peak and Anderson Peak Optical Tracking Stations. Work covered under the SABER program will not require the use of a registered architect or engineer. The Government intends to award on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation and subsequent amendments will be available via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. All potential offerors must be registered on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/portal/public/SAM/#1. It is important to read the solicitation completely, as there are terms and conditions that must be met by the prospective offeror in order for the proposal to be considered responsive. Any questions regarding this solicitation must be submitted via email to the points of contact listed in the solicitation. Notice to potential offeror(s)/supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the government cancels this solicitation, the government has no obligation to reimburse an offeror of any cost. A site visit is scheduled for 10:00 AM Pacific Time on Tuesday, 13 March 2018 at Building 8500 Room 215A (RRC), Vandenberg AFB, CA. The purpose of the site visit is to view existing conditions regarding the solicitation and is not intended for contractors to present their capabilities. Contractors wishing to attend the site visit must RSVP in writing by contacting ALL the following individuals no later than 8 March 2018 at 12:00 noon Pacific Time. RAPIDGate does not work at Vandenberg AFB.** Upon receipt of the RSVP, a confirmation of receipt will be sent from one of the Government parties with further information regarding the site visit. Attendance to the site visit is not mandatory for contractors interested in proposing on the RFP; however, it is highly recommended. All questions regarding the solicitation must be submitted in writing to the individuals listed above no later than 3:00 PM Pacific Time on 15 March 2018. Proposals are due by 3:00 PM Pacific Time on 5 April 2018.
