26 February 2018 MEMORANDUM FOR PROSPECTIVE OFFERORS FROM: 7 CONS/PKB 381 Third Street, Bldg 7238 Dyess AFB, TX, 79607-1581 SUBJECT: Request for Information - Hotel Services 1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute as a Request for Proposals (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking quotations and will not accept unsolicited offers. Interested vendors are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website: https://www.fbo.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. FAR 52.215-3 Request for Information of Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this RFI. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of market research. 2. The 7th Contracting Squadron (7 CONS) is conducting market research to identify potential contractors that may possess the expertise, capabilities, and interest in providing hotel accommodations to Dyess AFB during 10 - 14 May 2018. Dyess AFB is hosting the 2018 Air Show and is in need of approximately ninety (90) hotel rooms. Dyess AFB is interested in securing hotels who are capable of providing a total of 25 - 45 rooms during 10 - 14 May 2018. The NAICS code for this effort is 711110, Hotels (except Casino Hotels) and Motels. The draft performance work statement (PWS) includes further details and expected workload. 3. The information that is gathered from this RFI will be used to form a formal RFP at a later time. Responders should answer all the following questions in as much detail as possible: a. Do you have any suggestions or questions regarding this requirement? b. The government is contemplating awarding this requirement as an Blanket Purchase Agreement (BPA) Firm-Fixed-Price contract. Would the type of contract selected for the award affect your pricing? c. If the Joint Travel Regulation (JTR) pricing for this area (which is currently $93.00 per night) is required to be enforced for this requirement will it impact your willingness to compete? 4. The aforementioned information along with interest and capability statements are requested to be provided no later than 6 March 2018 via e-mail to Mrs. Sonya Salisbury at sonya.salisbury@us.af.mil and 1Lt Teresa J. Elsbree at teresa.elsbree.2@us.af.mil. Any questions must be submitted in writing via e-mail to the aforementioned personnel. 5. The information that is received from this RFI will be used to make the best decision on how to proceed with this acquisition. All information will be kept within the 7th Contracting Squadron, and will not be shared with any other potential offerors.
