- THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. The proposed contract action is for services for which the Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b). The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort. Note: FHWA previously issued a Sources Sought (issued 1/30/2018 at FedBizOpps.gov) for this requirement. Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with INTEGRITY Security Services, Inc (ISS) of Irvine, California, to provide a commercially-available Operational Security Credential Management System (SCMS) to support the USDOT's Connected Vehicles (CV) Pilot Program. Description of Services: The Contractor shall provide SCMS capabilities in support of the CV Pilot Deployment Program. These services will be required concurrently at the following two Pilot Deployment sites led by the following agencies: the Wyoming Department of Transportation (WYDOT), and the New York City Department of Transportation (NYCDOT). The Contractor shall provide: (1) SCMS operations, which includes technical support, reflective of differences in scale and needs among the two sites ; and (2) Certificate generation and management conformant with industry standards; and (3) Support for the enrollment/bootstrapping, testing and operation of diverse site devices immediately, and support extended to devices already installed in the field without physical device recall ; and (4) SCMS capability fully operational at the required deployment scale no later than May 1, 2018.
