- NAVSUP Fleet Logistic Center San Diego “ Seal Beach Detachment intends to issue a sole source purchase order in accordance with FAR Part 12 and Part 13 to Safe Boats International, LLC, 8800 SW Barney White Rd, Bremerton, WA 98312. The proposed contract action is for maintenance and operation training for the Safe Boats International brand Mk VI patrol boats. These boats were originally purchased in 2015 and this specific boat is used throughout the Navy. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Coastal Riverine Group One (CRG-1) recently updated its fleet of patrol boats which had last been supplied in the 1980s. CRG-1 purchased its assets via a delivery order off of a Navy multiple award contract vehicle which was awarded to Safe Boats to replace patrol boats throughout the military. As such, the crew members require training in order to safely operate and maintain their equipment as well as train their subordinates. The internal workings of this boat are based on Technical Data Packages (TDP) provided by the government during the initial solicitation phase, as well as engineering data proprietary to Safe Boats International. Crew members must be educated in the internal configuration of the boat in order to be able to operate and maintain the boat in theatre. Safe Boat International is the sole manufacturer of these boats and retains the proprietary and TDP information necessary to properly train personnel. Without this training, crew members cannot operate and protect themselves and the government assets. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties shall submit information that indicates their ability to satisfy this requirement via e-mail to melissa.ferri@navy.mil. Requests must include company name, address, POC name, telephone number, CAGE Code, DUNS number, NAICS code, applicable business size, and Tax ID number. Responses are due by Monday 12 March, 2018, 12:00 PM, Pacific Standard Time. If no responses are received, FLCSD-Seal Beach will proceed with the sole source award
