- SOURCES SOUGHT NOTICE Solicitation: N64267-18-T-0051 Type of Notice: Sources Sought Title: Compuflow Solutions LLC Posted Date: 02/26/2018 Response Date: 03/05/2018 Set Aside: N/A Classification Code: 66-Instruments and laboratory equipment NAICS Code: 334513-Instruments and Related Products Manufacturing for Measuring, displaying and controlling. Description: This sources sought notice is being posted to satisfy the requirement under the Defense Federal Acquisition Regulation Supplement PGI 206.302-1(d). This procurement is for the purchase of that are crucial for data distribution The Naval Surface warfare Center (NSWC), Corona Division intends to award on a sole source basis to Compuflow Solutions LLC 1791 East Indigo Drive, Chandler, AZ 85286-2275 for: •1.1 High Flow Rate Prover: Quantity One (1) M/N CFP-400N High Range, Primary Flow Calibration Standard. •1.2 Low Flow Rate Prover: Quantity One (1) M/N CFP-010 Low Range, Primary Flow Calibration Standard. •1.3 Configuration. Both the High Flow and Low Flow Calibration Standards shall consist of a Test Stand, a Control Console, Software, and a Temperature Control Module. •1.3.1 Test Stand. The Low Flow Piston Prover Flow Calibrator (Range: 0.01 to 10 gpm) shall be capable of supporting and connecting to standard turbine flowmeters from Cox LF6 low flow series to Cox AN8 series. The High Flow Piston Prover Flow Calibrator (Range: 0.4 to 400 gpm) shall be capable of supporting and connecting to standard turbine flowmeters from Cox AN8-6 to Cox AN32. The Test Section shall have a basin or "drip pan" designed to catch fluid spilled during meter installation or removal. The system shall include a Drain/Fill system that facilitates fluid drain and fill of the calibrator. The Drain/Fill system shall include all tubing and fittings, a main system 10 micron (minimum) filter, and valves for shut off and isolation. •1.3.2 Control Console. The Control Console shall be compatible with CompuFlow Solutions Software CFlowPro, Version 3.15N installed on Flow Calibration Standards Models CFP010N and CFP400N installed at the Navy Primary Standards Laboratory, Naval Air Station (NAS) North Island, San Diego, CA and NAS Jacksonville, Fleet Readiness Center Southeast, Jacksonville FL. The Control Console shall contain the latest generation microprocessors, all required operating software, cabling, keyboard, mouse, and all Piston Prover Flow Calibrator interface connections necessary to operate the system and meet the requirements of this specification. The Control Console shall support USB 2.0 or better and include a DVD/CD read/write capable drive. The Control Console shall include a color printer for hardcopy of data, charts, and graphs. The Control console shall also include a minimum 17 inch color monitor for displaying all necessary control and measurement information •1.3.3 Software. At a minimum the Piston Prover Flow Calibrator software shall support testing of flowmeters, data reduction, calibration of the system, and system leak testing. •1.3.4 Temperature Control Module. The Temperature Control Module shall consist of an electric heating element and a liquid to liquid or equivalent heat exchanger. The heat exchanger will be supplied with external chilled water. The Temperature Control Module will contain the electronics, sensors, and modules required to control and monitor the fluid temperature. Operation below ambient conditions is dependent on chilled water supplied. Assuming a 30 ºF chilled water source a temperature range of 40 °F to 130 °F calibration fluid temperature range capability or better is required. •1.4 Flowmeter Inputs. The Flow Calibration Standards electronics at a minimum shall have the ability to test two turbine flowmeters or one dual rotor turbine flowmeter at one time. The electronics shall have at a minimum 3 sets of turbine meter inputs including magnetic, modulated carrier, and pulse. The Low Flow and High Flow Calibration Standards shall be capable of connecting to and calibrating commercially available turbine flowmeters. These flowmeters at a minimum shall include the following brand names: Cox, Flow Technology, Exact Flow, and Hoffer Flow Controls. The Flow Calibration Standards shall be capable at a minimum of supporting the following single channel analog inputs: 0-5 VDC, 0-10 VDC, and 4-20 mA. •1.5 Electric Power Source. The Flow Calibration Standards shall operate at 115 VAC single-phase 50 Hz and 60 Hz source. The in-line fluid heat exchanger of the Temperature Control Module shall operate at 208, 3 phase 50 Hz and 60 Hz source, 3 wire and ground. •1.6 Fluid Compatibility. The materials used to build the calibrators that are in direct contact with the calibration fluid used in the systems, at a minimum, must be compatible with hydraulic fluid (MIL-PRF-83282), JP-5 jet fuel (MIL-PRF-5624), Stoddard fluid (MIL-PRF-7024 F), mixtures of propylene glycol and water, lubricating oil (MIL-PRF-6081), and other fluids typically used in primary liquid flow standards. •1.7 Cable Assemblies. All necessary flowmeter cable assemblies to connect the Flow Calibration Standards to the turbine flowmeters shall be provided. •1.8 Item Unique Identification (IUID). DFARS clause 252-211.7003 is invoked. A two dimensional Item Unique Identification (IUID) data matrix conforming to MIL-STD-130 N shall be included on the identification plate. •2. Performance Requirements : The Flow Calibration Standards shall function as specified below. •2.1 Flow Range. The Low Flow Calibration Standards shall be capable of generating, controlling, and measuring fluid flow in the range of 0.01 to 10 gpm, using a single direction measurement stroke operation. The High Flow Piston Prover Flow Calibrator shall be capable of generating, controlling, and measuring fluid flow in the range of 0.4 to 400 gpm, using a single direction measurement stroke operation. •2.2 Viscosity. The Flow Calibration Standards shall be capable of generating flow of fluids to the flow range requirements with viscosities from 0.7 to 100 centistokes. •2.3 Input pressure. The Flow Calibration Standards shall operate on pressure between 100 to 125 psig. Maximum required input pressure shall not exceed 125 psig. •2.4 Measurement uncertainty. The Flow Calibration Standards as a complete system, shall be capable of generating, measuring, and displaying liquid flow rates with a total uncertainty, (Coverage factor of 2 IAW NIST Technical Note 1297), not to exceed 0.05 % of indication. •2.5 Data display formats. The Flow Calibration Standards shall be capable displaying measurement data in a spreadsheet format with user selectable fields. Data shall be either directly measured parameters such as temperature and frequency or data derived from measured parameters using user-selected algorithms such as flow rate, frequency/viscosity, density, K- factor, etc. •2.6 Data printing and graphing. A color printer shall be provided with each system. The Flow Calibration Standards shall be capable of color printing and graphing all data. Printing shall be in user selectable fields. All graphs shall have user selectable ranges, units, resolutions, scaling, and headings/titles. The Navy must approve the Certificate of Calibration Format produced by the system for calibration of flow workload. Reference Section J CDRL A004 for Calibration Certificate and Report (Workload) requirements. •2.7 Data storage and export. The Flow Calibration Standards shall store flowmeter calibration data in user-selected data fields. Data shall be stored in a format that can be easily retrieved and displayed. All data shall be capable of being easily exported to Microsoft Excel spreadsheets in user selectable fields. The operating environment of the controller will support Microsoft Excel 2010 and later editions in use at the time of contract award. The latest edition of Microsoft Excel shall be installed on the Piston Prover Flow Calibrator controllers. •2.8 Calibration methodology. The preferred calibration methodologies for the Flow Calibration Standards shall be through both a fluid draw type method and dimensional measurement type method. Fluid draw will involve collection of a sample of fluid to determine the amount of fluid displaced over the number of pulses collected from the linear encoder. Dimensional measurement will involve measurement of the piston cylinder internal diameter using an internal micrometer and verification of the linear encoder to determine the pulse count per unit length. The ability to use either or both methods is necessary due to the current support structure for the systems. The system software shall support both of the above methods.
