This is a SOURCES SOUGHT NOTICE only for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Overton Brooks VA Medical Center, Shreveport, LA, is seeking Service Disabled Veteran Owned Small Businesses or Small Businesses (but will accept other than small business for market research purposes), capable of providing all tools, labor, transportation, supervision, and parts including glassware, as necessary to provide full maintenance and repair services including preventive maintenance inspections for Toshiba medical imaging equipment listed in 4.1 below. See DRAFT Statement of Work for detailed services. The NAICS code is 811219, Other Electronic and Precision Equipment Repair and Maintenance, and the Size Standard is $20.5 million. Responses must be received by no later than 12:00 p.m. Central Time, Friday, March 2, 2018. Responses shall be emailed to rene.impey@va.gov. Capabilities Statements to include DUNS number. Facsimile or Telephonic responses will not be accepted. DRAFT - STATEMENT OF WORK Contract Title: Full Service for Toshiba Medical Imaging systems. Background: Contract is required to ensure that our Toshiba Medical Imaging systems, located at Overton Brooks VA Medical Center, Shreveport, LA, are safe and operating according to manufacturer s specifications. Scope: The contractor shall provide Preventive Maintenance and full remedial maintenance services for Toshiba Medical Imaging systems to include detector coverage and unlimited replacement of CT x-ray tubes. Prorated base year coverage from 4/1/18 through 9/30/18, and four option years through 9/30/2022. Coverage includes updates to manufacturer software, firmware and hardware, as required. Specific Tasks-Deliverable Product: Contractor shall provide all labor, materials, equipment, transportation, lodging and supervision necessary to provide preventive maintenance and full remedial maintenance services for the Toshiba Medical Imaging systems listed in this SOW. All work shall be performed in accordance with manufacturer s specifications. Contractor shall coordinate all service visits with the COR or designee. The contractor shall provide a service report of work performed to the COR or designee upon completion of each task. 4.1 Covered Equipment (pricing from SPE2D1-17-D-0023) A. APLIO 500 ULTRASOUND B. AQUILION AQ-ONE CT SYSTEM MX1567732 Hours of Operation: All tasks for this contract shall be accomplished Monday through Friday, 8:00 am through 5:00 pm, excluding federal holidays. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI): Overton Brooks VA Medical Center shall not furnish parts and/or test equipment for the performance of this contract. It is the responsibility of the contractor to bring the appropriate equipment; and/or supplies necessary to complete all work, as required. Place of Performance: All work shall be performed at the Overton Brooks VA Medical Center, Shreveport, LA. Information Security Requirements: Vendor may have access to sensitive patient information. The contractor shall comply with all VHA HIPPA and information security requirements concerning the handling of sensitive patient information. Period of Performance: Prorated Base Year: 4/1/2018 through 9/30/2018 Option Year 1: 10/1/2018 through 9/30/2019 Option Year 2: 10/1/2019 through 9/30/2020 Option Year 3: 10/1/2020 through 9/30/2021 Option Year 4: 10/1/2021 through 9/30/2022 Justification: These Toshiba medical imaging systems are proprietary to Toshiba medical systems. Diagnostic imaging studies are performed using these Toshiba systems on a routine and emergency basis. The CT system is used to perform emergency cardiac and neurological scans (640 slice-count) to determine course of patient treatment. In certain cases, the patient s life may literally be in jeopardy. There are no other systems at Overton Brooks with equal diagnostic capabilities. Prolonged downtime of these Toshiba systems could result in prolonged suffering of our patients, and/or costly outsourcing of diagnostic studies to other facilities. Toshiba is the only company with a VPN remote connectivity capability (subject to VA approval), which is essential to system uptimes. Additionally, Toshiba is the only company that can provide manufacturer s updates to software, hardware and firmware to address FDA recalls and for better functionality of the systems. Toshiba has exclusive rights to these required updates, and does not provide them to competitors, nor authorize competitors to have remote access to a Toshiba system. This is unequivocally a sole-source requirement!
