Description
PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation will be open for less than 15 days, in accordance with FAR 5.203(a). Request for Quotation (RFQ) number is N66604-18-Q-1169. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm Fixed Price contract on a Brand Name or Equal basis, as follows: CLIN 0001: Trek Inc. High Voltage Amplifier Model 10/10B-HS-L-CE; QTY. 1 If not quoting the aforementioned Brand Name, items quoted must meet the following minimum requirements: (1) ±10kV High Voltage Amplifier (2) ±10mA (3) Slew Rate >500V/ m s (4) Output Noise < 0.5Vrms (5) Large Signal Bandwidth (-3dB) DC- >19.5kHz (6) Available DC biased with AC modulation (7) Size dimension: No larger than 3'X 3' CLIN 0002: Trek Inc. High Voltage Amplifier Model 30/20A-L; QTY. 1 If not quoting the aforementioned Brand Name, items quoted must meet the following minimum requirements: (1) ±30kV High Voltage Amplifier (2) ±20mA (3) Slew Rate >500V/ m s (4) Output Noise < 1.5Vrms (5) Large Signal Bandwidth (2% distortion) DC- >2.5kHz (6) Available DC biased with AC modulation (7) Size dimension: No larger than 40.9" X 3' F.O.B. Destination Naval Undersea Warfare Center Division: Newport, RI 02841. Delivery: 14 Weeks ARO This acquisition is being solicited as unrestricted under North American Industry Classification Systems (NAICS) code 334515 as concurred with by the NUWCDIVNPT Office for Small Business Programs (OSBP). The Small Business Size Standard is 750 employees. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions - Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, DFARS 252.204-7008 Compliance with Safeguarding Covered Defense Information Controls, DFARS 252.204-7015 Notice of Authorized Disclosure of Information for Litigation Support apply to this solicitation. In accordance with DFARS Clause 252.211-7003 the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government's unit acquisition cost is $5,000.00 or more. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable: (1) the offeror must provide the brand name or equal items required, in the required quantities; and (2) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within PPIRS-SR (now known as the Supplier Performance Risk System (SPRS)) may render a quote being deemed technically unacceptable. In accordance with FAR 52.211-6 'Brand Name or Equal' - (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. Additional terms and conditions: Defense Priorities and Allocations System (DPAS) rating is DO-C9. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. The Government will make payment via Wide Area Workflow (WAWF). Offerors shall include price and the following additional information with submissions: Point of contact (including phone number and email address), Contractor Cage Code, Contractor DUNs number. Offers must be received on or before 27 February 2018 at 2:00 p.m. Eastern Time (ET). Offers received after this date and time are late and will not be considered for award. Offers shall be submitted via electronic submission to Liam Walsh at liam.walsh@navy.mil. AMENDMENT 0001­­ The purpose of Amendment 0001 is to answer industry questions, revise originally stated minimum specifications (refer to Answers 2, 3 and 4), and to extend the closing date and time of the solicitation. QUESTION 1: Item under the 10/10B-HS mentions "Available DC biased with AC modulation". The 10/10B-HS does not have a DC bias adjustment, it is DC stable so if a DC voltage is applied as an offset at the input there will be a DC offset on the output. Is this acceptable? ANSWER 1: If the DC offset must be supplied by some other device, it is not acceptable. If the DC offset and the AC voltage can both be applied by the device, the requirement is met. QUESTION 2: Item under the 10/10B-HS mentions "Compatible LabVIEW Drivers Software". We do not supply this with the amplifier. Is this acceptable? ANSWER 2: LabVIEW compatibility is a requirement of the system which outputs the signal to the amplifier, not of the amplifier itself. Supply of this software is not required and the minimum requirement is hereby removed from CLIN 0001. QUESTION 3: Item under the 30/20A mentions "Compatible LabVIEW Drivers Software". We do not supply this with the amplifier, not of the amplifier itself. Is this acceptable? ANSWER 3: LabVIEW compatibility is a requirement of the system which outputs the signal to the amplifier, not of the amplifier itself. Supply of this software is not required and the minimum requirement is hereby removed from CLIN 0002. QUESTION 4: Item under the 30/20A mentions "Size dimension: No larger than 3'X 3'". The 30/20A is 40.9 inches high is this acceptable? ANSWER 4: This requirement for CLIN 0002 is hereby modified to be no larger than 40.9" by 3'. The solicitation closing date and time is updated to March 1, 2018 by 1400 ET. All other solicitation terms and conditions remain unchanged. AMENDMENT 000­2 The purpose of Amendment 0002 is to answer industry questions and revise originally stated delivery requirement. QUESTION 5: The supplier is not able to meet a requested 30-day delivery at this time. Current delivery is 12-14 weeks after receipt of order. ANSWER 5: The required delivery time is hereby modified to be 14 Weeks ARO.
