- Synopsis The Regional Contracting Office, National Capital Region, Marine Corps Base Quantico, VA currently has a requirement for the The Marine Corps College of Distance Education and Training (CDET), Education Command (EDCOM). The CDET Interactive Multimedia Instruction Services contract shall be solicited using total small business set-aside procedures with no restrictions on socioeconomic factors. This effort is contemplated to be awarded as a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed-Price (FFP) CLINs. The contract will consist of a five (5) years ordering period. The estimated value of the IDIQ is $9.5 million. The NAICS code associated with this requirement is 611710 Educational Support Services. To qualify as a small business concern under this NAICS code, a company must have average annual receipts of $15.0 million or less. This action will be solicited utilizing contracting by negotiation procedures (FAR Part 15). All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Proposals (RFP) that will be posted on this website (www.fbo.gov) on or about 24 October 2016. The proposed solicitation number for this action is M00264-18-R-0012. All responsible small business sources may submit a proposal to be considered for this requirement. All interested parties must be registered in the System Award Management (www.sam.gov). It is the responsibility of the interested parties to independently review the referenced web link (www.fbo.gov) frequently for updates to any and all documents. Potential offerors will be responsible for downloading their copy of the RFP and amendments, if any. SCOPE OF WORK: The scope of this effort is to provide analysis, planning, design, and development products to the Marine Corps CDET EDCOM in support of their mission to provide effective interactive multimedia instruction (IMI) and related digital products and electronic learning (e-learning) initiatives to the Marine Corps. The Contractor shall support the CDET Digital Content Department (DCD) product development mission by producing instructional products with varying levels of complexity, length and user interactivity in an online courseware format. Key knowledge areas to support this requirement include all phases of e-learning product design and development, comprising e-learning feasibility analysis, instructional design, multimedia design and development, courseware programming, and coordination/liaison with Operating Forces (OPFORs) and other CDET customers. Delivered products align directly to these knowledge areas and include the production and delivery of initial project assessments, project front end analysis, design products, and final development (courseware) products. The deliverables for this requirement are as follows: Task 1: Initial Project Assessment Deliverable : A detailed assessment report that includes a Plan of Action and Milestones (POA&M) which provides the timeline to complete all phases of the project at the level of complexity and learning time assessed as necessary to achieve the learning outcomes. Task 2: Front End Analysis Deliverable : The contractor shall provide a "blueprint", delivered in document file format, which defines project requirements, describes the ideal instructional methodology to meet the requirements, and identifies acceptable alternatives to meet the training outcomes of CDETs customer, the USMC sponsor. Task 3: Design Product Deliverable : Final design product shall include a full description of the major components of the project and include enough detail to ascertain the development products functionality, flow, and layout. A prototype of the development product is recommended but not required. The delivery format is not dictated, but must be appropriate for formal evaluation by the government. Examples of appropriate delivery formats are Microsoft Word or PowerPoint document formats. Task 4: Development Product Deliverable : Final development product shall include the complete online courseware product to be hosted on MarineNet. The product shall undergo and must successfully pass the MarineNet system integration testing prior to acceptance. A final product package shall also be included with delivery, which will include all source files and metadata, submitted in the published MarineNet file structure using the MarineNet metadata conventions.
