Description

Justification for Other than Full and Open Competition PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITITES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm-fixed price contract with Gartner, Inc., 56 Top Gallant Road, Stanford, CT, 06902-7700 for the purpose of providing Global CIO Research Board Licenses. Gartner Inc, Inc. is the sole source to provide CIO Research Board Licenses to large commercial and government entities to seek the advice and councel of other CIOs of similar sized organizations regarding the strategic opportunities and large potential risks for the uniquely large and comnplex IT transformation initiatives of these large organizations. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website ( www.fedbizopps.gov ). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Industry Classification System (NAICS) code is 519130 - Internet Publishing and Broadcasting and Web Search Portals. The size standard is 1000 employees. The FBI intends to negotiate with only one source under the authority of FAR Part 6.302-1. Interested parties may submit their interest and capabilities no later than, Tuesday, February 27, 2018 10:00 a.m. EST. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to:Tammy Miller at ttmiller@fbi.gov. Any party responding to this notice shall shall include a letter from Gartner, Inc. confirming that they are an authorized to sell Global CIO Research Board Licenses. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
