- The Department of Veterans Affairs, Veterans Affairs Medical Center, located in Fayetteville, NC is in need of Emergency Room Physician Services for a Base year with the possibility of four one-year options to be exercised at the Government discretion. Services will be provided on-site at the Fayetteville VAMC. There will be two 12-hour shifts or three 8-hour shifts daily that require a minimum of four physicians each to include one Board Certified Emergency Department Director for 20 hours per week. In addition. the successful offeror must have at least thirty-two physicians in their physician pool to provide back-up coverage for any absent physician. These physicians must be credentialed and have an adjudicated back ground check and be able to be substituted immediately should a physician not be able to take their shift. It cannot be stressed enough that open shifts are NOT acceptable under any circumstances and would be grounds for contract termination should it occur. The Government reserves the right to increase quantity and make multiple awards. VAMC reserves the right to terminate the contract - with a 30-day written notice to the contractor in the event permanent VA employees are hired or services are no longer needed. Services will be needed 24 hours a day, 365 days a year to include the ten Federal Holidays normally observed. Contract Physicians will be required to retrieve data from the VA computer system. Contractor physicians must be familiar with and capable of utilizing a computer to access and record patients clinical data in a timely manner and keep up with the flow of patients. This is a high workload volume facility. VA experience is preferred but not mandatory. Contractors performing the services covered by this contract shall have a current unencumbered licensure In a State, Territory or Commonwealth of the United States or the District of Columbia, be able to clear a background check and be able to obtain credentials at the Fayetteville VAMC. The qualifications of the Contractor shall be subject to review by the VAMC Chief of Staff and approval by the VAMC Director. Personnel working under the contract must have the following qualification at the minimum: a. Candidates must have current unencumbered Licensure in a State, Territory, or Commonwealth of the United States, or the District of Columbia. b. Candidates must be Citizens of the United States. c. Candidates must have Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) Certifications from the American Heart Association. d. Offeror must provide proof that the proposed candidate Is a Physician, is experienced in the specialty required and is Board Certified/Board Eligible in Emergency Medicine, Internal Medicine, or Family Practice and have a minimum of 3 years of experience in the field. VA experience is preferred but not mandatory. Board certification/eligibility In Emergency Medicine is preferred. e. Candidates must provide proof of Insurance. f. Offeror must provide proof/certification that all persons are compared against and are not listed on the OIG excluded parties list. The Contractor physicians shall provide comprehensive health care to Urgent Care patients to include: a. Evaluation of patients - Evaluates patients who present for care, which includes the following: 1. Completion of a detailed and complete history and physical examination consistent with the patients presentation. 2. Ordering and interpreting appropriate diagnostic studies. Planning for follow-up on studies ordered but results not available at time of disposition. 3. Development of plan of care. 4. Writing appropriate orders including computerized medical orders for admissions. 5. Prescribe medication and treatment in accordance with the established medical center drug formulary. 6. Enter all reports for incorporation into the computerized patient record system {CPRS) on the day of the visit and satisfy VHA and medical center policies and other requirements for documentation. The physician must possess computer skills to access and input typed data on each patient into the CPRS utilized by the VA. 7. Establishing plans for follow-up care including appropriate consultations and appointments. 8. Effective communication of plan of care with patient and/or family, including discharge and follow-up instructions. 9. Ensuring appropriate disposition of patient, i.e., admission, transfer to another facility or discharge to home (complying with applicable utilization review criteria and policies). 10. Establishing communication in the medical record with the physician to which the patient is referred or transferred; for urgent transfers communication will be face-to-face or telephonic with appropriate documentation in the record and on required transfer forms. All legally required communication and documentation will be accomplished. b. Admission of patients, which includes the following: 1. Complete and detailed history and physical examination. 2. Initial diagnosis of patient s condition, and 3. Writing of initial admission orders consistent with the initial care plan including placing orders in the computerized medical record. c. Responding to all medical emergency codes. d. Other Services: For Help 1. Documentation requirements: Documentation of all care provided, planned or recommended including as appropriate, medical prescriptions. This information will be entered in each patient s medical record with a frequency that allows for timely implementation of medical plans and reflection of care provided. This includes, at a minimum, one dated and timed note for each episode of care. 2. Consultation: Consultation will be provided as needed to nursing staff, ancillary staff, and medical staff to assure timely, safe and appropriate implementation of all plans of care. 3. Contract Physician shall participate in activities of the medical center that are designed to meet the requirements of The Joint Commission (TJC) especially those pertaining to Quality Improvement (QI). The physician will be responsible for ensuring that medical records are completed in a timely fashion in accordance with Veterans Health Agency (VHA), and VA Medical Center policies and T JC requirements. 4. Evaluating and reporting an incident or adverse event in accordance with VHA and VA Medical Center policies and procedures. The estimated annual number of physician coverage hours is 17,320 hours per year and the estimated annual number of Department Director hours is 1,040 hours per year. The NAICS code for this requirement is 561320. Size Standard is $27.5M. This is a sources sought notice only. No formal solicitation document exists at this time. Responses to this notice should include the following: name and address of company/provider, number of emergency care physician s personnel employed by the firm; workload facility capacity, identify if firm falls into any of the following socioeconomic categories small or large business, 8(a), HUBZone, Service Disabled Veteran-Owned; firms experience in providing aforementioned services. Information on current or similar services previously performed for any VA Medical Center and/or other government entities to include contract numbers and the estimated annual number of physician work hours coverage provided per year. Ally other pertinent information which demonstrates firms ability to meet the above requirement.
