- justification and Approval document for other than full and open competition for contract award 12-94TZ-18-C-0003 Tonto NF Maintenance and Repair Navigational Aids. The U.S. Forest Service, Western Zone AQM Contracting and Property Office, intends to procure on a sole-source basis, Maintenance and Repair of Navigational Aids from Lakeworks LLC, 6756 N Seventeenth Place, Phoenix, Arizona. Authority for this single source procurement is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The new follow-on contract is currently in work. Due to public safety program it is critical that the navigational aids system is in place. Lakeworks LLC has delivered the personnel, equipment and technical expertise. This company is familiar with each of the lakes buoy system and the immediate need for adjustment and additions with the frequently changing lake levels through the winter and early spring (as a result of water releases from dams and influx of runoff from spring storms). For the immediacy of public safety, Lakeworks LLC is the only one responsible source. Any firm that believes it can provide the services listed may submit substantiating documentation in writing to the identified point of contact. Information will be considered solely for the purpose of determining if there are other sources that could provide these immediate services.
