- Non-Disclosure Agreement Sources Sought Notice Sources Sought Minidoka Switchyard Modernization Project SYNOPSIS A. The location of work is the Minidoka Dam, approximately 12 miles Northeast of Rupert, Idaho, in Minidoka County. B. The Bureau of Reclamation (Reclamation) is conducting market research for the Minidoka Switchyard Modernization Project. The Minidoka Dam switchyard is a main bus and transfer bus arrangement with seven bays serving four transmission lines, one belonging to BPA, one to Raft River Electric, and two belonging to Idaho Power. Two other bays serve the incoming Minidoka powerhouses, with the final bay serving as the main connection point between the main and transfer bus. Each bay is wired through two to three sets of disconnects, which provide plant personnel with flexibility to electrically isolate each bay for maintenance, while maintaining electrical reliability to the outgoing transmission lines. C. Principle Components of Work: In the 138 kV Minidoka Switchyard Reclamation is planning to replace 20 disconnect switches and 4 ground switches, 55 stand-off post insulators and 66 suspension insulators, and 3 main bus potential transformers. The replacements are due to the equipment being at the end of intended service life and observed carbon tracking. D. The order of magnitude for this project is estimated to be from $1,000,000 to $3,000,000. E. Reclamation and BPA have coordinated the outages necessary to perform the replacement for the least impact on the Transmission System. Below is the Minidoka Switchyard outage work construction window and list of principle components to be replaced: a. Estimated duration: September 18th - November 16th of 2019 1) Phase I: September 18th - October 23rd of 2019 a) With the west side of the switchyard completely de-energized, the Contractor will remove, install, and test 14 disconnect switches; 3 ground switches; 3 main bus potential transformers; 41 stand-off post insulators; 42 suspensions insulators associated with Bays 1, 3, 4, 7 and 8. 2) Phase II: October 26th - November 16th of 2019 a) With the east side of the switchyard completely de-energized, the Contractor will remove, install, and test 6 disconnect switches; 1 ground switches; 14 stand-off post insulators; 24 suspensions insulators associated with Bays 5 and 6. F. The outage periods during which work can occur are extremely limited and cannot be altered. The Contractor will be responsible for providing all necessary resources to complete tasks during the allotted outage window(s). G. The intent of this notice is to identify potential offerors for Minidoka Switchyard Modernization Project. Reclamation is seeking qualified, experienced firm capable of providing the labor, equipment, and materials necessary to accomplish the Principle Components of Work identified above and as identified within the project specifications and drawings (not included herein and must be requested). Interested offerors are invited to submit the following information: 1. Statement of interest as a prime and/or subcontractor 2. Construction bonding level, aggregate and per contract 3. Point of contact information 4. Size status and/or SBA certification program for NAICS 237130 5. Firm's capability to successfully manage complex requirements 6. Recent projects similar in size and scope 7. Answers to following Questionnaire: a. Please explain any issues you see with the current work sequence that would be detrimental to the performance of the work in the scheduled outage work performance window. b. Please explain what your company's staffing approach would be for completing the work within the established outage work performance window (i.e. necessary number of crews, crew size, hours per week, etc.). c. Please explain any issues with the proposed equipment arrangements that may pose complications, delays, or constructability problems. d. Please explain if you have any recommendations that would increase the likelihood of successfully completing this work in the outline outage work performance window. e. Please explain any part of the work that poses safety issues you feel cannot be adequately mitigated. H. Interested Contractors may request a copy of the current set of draft project specifications and drawings with an email to wblyth@usbr.gov. Requests must be accompanied with a completed Non-Disclosure Agreement form included herein. I. This market research is for informational purposes only. This announcement does not constitute a commitment, implied or otherwise, that a procurement action will be issued, and shall not be construed as a RFP or IFB, or as an obligation on the part of the Government.
