- Sources Sought Notice Questionnaire. DRAFT PWS. THIS IS A REQUEST FOR INFORMATION (RFI) TO IDENTIFY POTENTIAL SOURCES AND CONDUCT MARKET RESEARCH. THIS IS NOT A SOLICITATION FOR PROPOSALS, QUOTES, OR BIDS. NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. PLEASE DO NOT REQUEST A COPY OF THE SOLICITATION FOR THIS REQUIREMENT, AS ONE DOES NOT EXIST. The Western Area Power Administration (WAPA) Sierra Nevada Region (SN) is seeking information regarding potential Offerors and service capabilities to provide all necessary labor, management, quality control, equipment, diagnostic measuring devices, personal protective gear, vehicles, and any other tools, non-personal services, or items required to upgrade Video Management Systems (VMS), Network Video Recorders (NVR), Intrusion Detection Systems (IDS), cameras, and Access Control Systems (ACS) at six (6) California substations: Carr, Folsom, Keswick, Maxwell, Shasta, and Tracy. Please see the attached DRAFT version Performance Work Statement (PWS) for a more detailed description of the anticipated requirement. Changes are anticipated to be made to the PWS prior to any subsequent solicitation. No reimbursement will be made for any costs associated with providing information to this synopsis or any follow-up information requests. This synopsis is to notify the industry of a potential requirement and to perform market research regarding potentially qualified sources, commercial capabilities, and business size classifications (small business, large business, service-disabled veteran, etc.) Any information received in response to this RFI may be used in any subsequent solicitation. Information marked with a statement (such as "proprietary" or "confidential") intended to restrict distribution will not be distributed outside of the Government, except as required by law. The North American Industrial Classification System (NAICS) code for the proposed contract action is anticipated to be 561621 for Security Systems Services (except Locksmiths). The small business size standard for this NAICS, as established by the U.S. Small Business Administration, us $20.5M annual revenue. The proposed contract action is anticipated to be issued as a firm-fixed price award. This proposed contract action is anticipated to be awarded with a completion date of 180 calendar days. Potential Offerors should provide e-mail responses and/or questions to Nickie Cruthirds (cruthirds@wapa.gov) by 1000 / 10:00 a.m. (PST) Monday, 5 March 2018.
