Description
Minimum Wage Rate Determination Combined Synopsis/Solicitation NIH-CC-18-003138 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-96 (Effective 06 Nov 2017) (Class Deviation 2018-o0007). THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. The solicitation number for this acquisition is NIH-CC-18-003138 and is being issued as a Request for Quote (RFQ). The NAICS Code for this solicitation is 541990, All Other Professional, Scientific and Technical Services, and the Small Business Size Standard is $15.0 Million. This will be awarded as a Fixed Price, 100% Total Small Business Set-Aside. The Government intends to issue a 12 month Contract with four (4) twelve month Options to extend the Term of the Contract. The Clinical Center/Rehabilitation Medicine Department/Epidemiology & Biostatistics Section has engaged in research focused on Adults with Chronic Health Care Needs (ACHCN) since 2007. The present requirement is for a skilled and experienced researcher to provide continued support for these research activities. The requirement involves the continuation of detailed analyses of data files examining health care needs and service use of the ACHCN population along with development of an associated series of manuscripts. Data sources include multi-year Medical Expenditure Panel Survey (MEPS) datasets, National Health Interview Survey (NHIS) data sets, and other data sets where the health, disparities in health, and health service use among adults with chronic health care needs will be examined in depth. The combined synopsis/solicitation does not commit the Government to pay any cost for the preparation and submission of a quote or proposal. It is also advised that the Contracting Officer (CO) is the only individual who can legally commit and obligate the Government to the expenditure of public funds in connection with the proposed acquisition. QUESTIONS DEADLINE: Interested offerors shall submit questions electronically to Lisa.Schaupp@nih.gov no later than February 27, 2:00 p.m. Eastern Time. Answers will be provided by amendment to the solicitation no later than February 28, 3:00 p.m. Eastern Time. PROPOSAL DUE: All proposals are due, electronically to Lisa.Schaupp@nih.gov no later than March 8, 9:00 a.m. Eastern Time.
