- Amended 21 February 2018 The NGA Enterprise Engineering (NGA EE) page on the UNCLASSIFIED ARC website at https://acq.westfields.net is now live. The Draft SOW was posted under the "DRFP" tab on the NGA EE page at the UNCLASSIFIED ARC website. Due to the delay, the response date for this notice was extended until Wednesday, 7 March 2018. Please submit all responses under the "Upload Feedback" tab on the NGA EE page at the UNCLASSIFIED ARC website on or before Wednesday, 7 March 2018 at 12:00 noon EST. Amended 16 February 2018 Notice to Industry: NGA/OCSC is currently coordinating with the Acquisition Center of Excellence (ACE) to create the NGA Enterprise Engineering page on the UNCLASSIFIED ARC website. NGA and the ACE hope to have the page created on Tuesday, 20 February to post the Draft SOW. If further delays occur, the response date will be extended accordingly. This notice will be further amended to notify Industry when the Draft SOW is available. The Government appreciates your interest in the acquisition and apologizes for any inconvenience. Special Notice 16 February 2018 This is a follow-on to the notice provided to Industry on 12 January 2018 regarding NGA's systems engineering and integration contracting efforts previously announced under HM0476-17-R-0006 and HM0476-18-R-0012 for DENALI. NGA will no longer refer to the systems engineering and integration efforts as DENALI. NGA intends to conduct separate acquisitions for specific Engineering Services (ES) under separate solicitations and announcements. The purpose of this notice is to solicit input on the Draft Statement of Work (SOW) for NGA's systems engineering and integration effort-NGA Enterprise Engineering. This acquisition, which will now be referred to as NGA Enterprise Engineering, includes the following Engineering Services (ES): • ES1: Enterprise and Solutions-Level Architecture Engineering. Services to plan, design, define, develop, document and baseline the Global GEOINT Enterprise Architecture (GEA), inclusive of Business, Data, Network, Security and Solutions-Level Architectures to ensure enterprise systems work together in an integrated fashion to deliver mission capabilities and solutions. • ES2: Enterprise and Capabilities-Level Requirements Engineering. Services to develop, document, decompose and allocate strategic through tactical level requirements to establish and enable GEOINT Mission Solutions (e.g., GEOINT Enterprise Capabilities Documents (ECDs), Statements of Capabilities (SOCs), Capabilities Description Documents (CDDs), and System and Software Requirements Documents (SysRDs and SRDs)). • ES3: Enterprise Integration Engineering (Cross System and Segment). Services to integrate program and project solutions that spread across budget programs, development contracts and sensor segments; and therefore, require integration to ensure that the multiple parts come together seamlessly to deliver mission capabilities. • ES4: Capabilities-based Analysis, Business Engineering (Pre-Acquisition Engineering), Analysis of Alternatives (AoAs), Trade Studies and Engineering Assessment. Services to perform Capabilities-based Analysis, Business Engineering (Pre-Acquisition Engineering) and AoA's, Trade Studies, and Engineering Assessments. All FedBizOpps (FBO) postings for NGA Enterprise Engineering will now be made under Solicitation Number HM0476-18-R-0016. However, please note that the Government intends to post all future information and documentation at the UNCLASSIFIED Acquisition Resource Center (ARC) website at https://acq.westfields.net. NGA intends to conduct a full and open competition for NGA Enterprise Engineering. The Government contemplates award of a single award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract vehicle with a five-year ordering period. The IDIQ vehicle could include both fixed-price and cost-reimbursable pricing arrangements. Individual task orders will define the contract type(s) and may include options. The contemplated North American Industry Classification System (NAICS) code is 541512, Computer Systems Design Services, with a size standard of $27.5M. SUBMISSION INSTRUCTIONS: 1. The Government desires feedback and recommendations from Industry on how to draft the highest quality RFP possible and make the competitive source selection better. Accordingly, NGA requests all prospective offerors to comment on the Draft NGA Enterprise Engineering Statement of Work (SOW). Prospective offerors are highly encouraged to identify areas in the Draft SOW that are unclear, excessive, or otherwise warrant additional refinement for a potential RFP. Please provide paragraph numbers with your questions and/or comments and suggested changes. 2. It is anticipated that contractor participation in the NGA Enterprise Engineering acquisition will have Organizational Conflict of Interest (OCI) restrictions from development and the provision of products or services that are a result of, have been influenced by, or have the possibility of evaluation as a result of the scope of work completed under this effort. Industry may recommend potential OCI language that achieves this objective for consideration by the Government. 3. The Draft SOW for NGA Enterprise Engineering will be posted under the "DRFP" tab on the UNCLASSIFIED Acquisition Resource Center (ARC) website at https://acq.westfields.net. 4. Request that interested parties submit feedback and recommendations under the "Upload Feedback" tab on the UNCLASSIFIED ARC website on or before Wednesday, 7 March 2018 at 12:00 noon EST. Responses received after this date and time may not be reviewed. Please be advised that all submissions become Government property and will not be returned. 5. Responses must contain UNCLASSIFIED written documentation only and be marked "UNCLASSIFIED" on all pages in both the header and footer Submitted feedback should not contain proprietary information/markings. Submit responses in Microsoft Office Word or compatible format, 8.5 quote mark x 11 quote mark paper, no font smaller than a 12 pitch, with a minimum of one (1) inch margins all around, and a maximum page limit of seven (7) pages. 6. Include your company name, mailing address, and CAGE Code. Also, include the name(s), title, telephone number, and e-mail addresses of point(s)-of-contact (POC) having the authority and knowledge to clarify responses with Government representatives. The Government does not intend to have discussions or meet with responders concerning their submissions. However, the Contracting Officer or Program Manager may contact one or more respondents for clarifications to enhance the Government's understanding of Industry feedback. Information obtained as a result of this announcement may result in revisions to the Government's requirements documents, acquisition strategy, and/or any future solicitation. The Government will not respond to each question or comment submitted in response to this notice or future posted draft documentation. However, the Government will post overall themes and contemplated changes as a result of the industry input on draft documents. The Government will respond to all questions submitted after release of any Request for Proposal (RFP) for NGA Enterprise Engineering. Information contained in your responses will be reviewed by NGA employees, non-Government system engineers and technical assistants, consultants or experts who are bound by appropriate nondisclosure agreements (NDA). In addition, the Government may utilize Federally Funded Research and Development Centers (FFRDC) and/or support contractors to provide technical advice on the responses. Note: This notice does not constitute an Invitation for Bid (IFB), Request for Proposal (RFP), Request for Quote (RFQ), or a commitment on the part of the Government to award a contract. The Government will not reimburse vendors for any costs or expenses incurred for responses to this announcement, submission of information, or any follow-up information requests. If a decision is made to release a Draft RFP or RFP for NGA Enterprise Engineering, the Contracting Officer will post a notice of proposed contract action on the FBO website directing interested parties to the UNCLASSIFIED ARC and/or CLASSIFIED ARC websites. Prospective offerors are responsible for monitoring the FBO and ARC websites for release of any further information, draft documentation, and/or solicitation for the NGA Enterprise Engineering acquisition. All interested sources must respond to any future Engineering Services (ES) announcements separately from responses to this notice and the NGA Enterprise Engineering requirements. The Government appreciates your time, effort, and interest in the NGA Enterprise Engineering acquisition.
