- Notice of Intent: M88 ECP Prototype Effort under and Other Transactional Agreement (OTA) This is not a Request for Prototype Proposal but is for informational purposes only. A project agreement will not be awarded from this announcement. The Army Contracting Command, Warren, Michigan, in conjunction with the Program Executive Office for Ground Combat Systems (PEO GCS), Project Director Main Battle Tank Systems (PD MBTS), Product Director Combat Recovery Systems (PdD CRS), has the requirement to upgrade the M88A2 Heavy Equipment Recovery Combat Utility Lift & Evacuation System (HERCULES) vehicle. The M88A2 HERCULES provides towing, winching, and hoisting operations to support battlefield recovery operations and evacuation of heavy tanks and other tracked combat vehicles. The HERCULES recovers tanks mired to different depths, removes/replaces M1 Abrams turrets and power packs and uprights overturned/mired heavy combat vehicles. Due to recent and ongoing M1A2 Main Battle Tank modernization efforts the M88A2 recovery vehicle requires upgrades and improvements to ensure it can accomplish the required task of single vehicle recovery of the heaviest tracked combat vehicle which is currently the M1A2 SEPv2 Abrams. With all force protection kits applied, the weight of the M1A2 is tracking approximately 80T. The Government intends to issue a Request for Project Proposal (RFPP) in support of the M88A2 HERCULES Single Vehicle Recovery (SVR) prototype project which will be completed in accordance with an Engineering Change Proposal (ECP). The end result of this prototype project will be a deliverable of a hardware prototype vehicle. This prototype effort will be awarded under the Detroit Arsenal Automotive Other Transaction Agreement (DA2 OTA), which is managed by the US Army Tank and Automotive Research Development and Engineering Center (TARDEC), Army Contracting Command - Warren, and the Defense Automotive Technologies Consortium (DATC). On 15 March 2018 DATC will host a MEMBERS ONLY meeting in which PdD CRS will present the requirement for the M88A2 prototype project. The presentation will provide insight into the Government requirement as well as the tentative evaluation criteria that may be used to select an awardee. This event is open to DATC Members ONLY.
