- Notice of Intent to Sole Source: eAnswers Facts and Comparisons The Department of Veterans SAO West, Network Contracting Office 19, located at 6162 South Willow Drive Suite 300, Greenwood Village, CO 80111 intends to enter into sole source purchase order agreement authorized by FAR 13.106- 1(b), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Under the authority of FAR 13.106-1(b), the Department of Veterans Affairs intends to award a sole source purchase order to the large business, Ovid Technologies, Inc. DBA Wolters Kluwer, 100 River Ridge Dr, Norwood, MA. The associated North America Classification Systems (NAICS) Code is 511120 and the Business Size Standard is 1,000 employees. The contractor shall provide the VA Montana Health Care System in Fort Harrison, MT with the eAnswers Facts and Comparisons Pharmaceutical Database that shows all products in a particular drug class in side-by-side comparisons for the purposes of evaluation for stocking and ordering drugs, assessing side effects, and making treatment recommendations. This side-by-side comparison is an essential component of the database and is what defines its value to pharmacists. The eAnswers database offers comprehensive information on over-the-counter drugs as well. This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the U.S. Government. Interested persons may identify their interests and capability to respond to this requirement no later than 2:00 PM Eastern Standard Time, Monday, February 27th, 2018. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
