36C10A180107_1 Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. Solicitation 36C10180107 is issued as a Request for Quotes. 2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97 effective January 24, 2018. 3. The solicitation is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under North American Industry Classification System Code 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance and the associated small business size standard is $7.5 million dollars. 4. DESCRIPTION: The Government contemplates the award of a firm-fixed price contract in accordance with Federal Acquisition Regulation (FAR) 16.202 for weekly Inspection and Testing of non-VA owned Electric Fire Pump. The Government requires the contractor services to test and inspect the fire pump supporting the fire suppression system. The fire pump is owned and maintained by the landlord of the leased space. The Government has the responsibility to have the fire pump inspected and to notify the landlord of any required repairs or services. 5. The deadline for Questions submission is 12:00pm on February 26, 2018. 6. Quote Submission: The Offeror s quote shall be submitted electronically by the date and time indicated in the solicitation via electronic mail to Terricia.Lloyd@va.gov. The Offeror s quote shall consist of capability statement, socioeconomic status, price, and the quote. Hyperlinks or embedded attachments are prohibited. To ensure timely quote submission to the Government, offerors are encouraged to register for the Vendor Portal. Late submissions will not be evaluated. To avoid late quote submission, we recommend transmitting your quote file 24 hours prior to the required due date and time.  Timeliness is determined by the date and time an Offeror s quote is received by the Government and not when an Offeror attempted transmission. 6. Offeror s responses shall be submitted in accordance with the following instructions: Format: The submission shall be clearly indexed and logically assembled. Each submission shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer. Submission packet shall not exceed 25 pages. All files will be submitted as either a Microsoft Excel (.XLS) file or an Acrobat (PDF) file. Page size shall be no greater than 8 1/2" x 11" with printing on one side, only. The top, bottom, left and right margins shall be a minimum of one inch (1 ) each. Font size shall be no smaller than 12-point. Arial or Times New Roman fonts are required. Characters shall be set at no less than normal spacing and 100% scale. Tables and illustrations can be landscape and font size not less than 8-point. Line spacing shall be single spaced. Each paragraph shall be separated by at least one blank line. Page numbers, company logos, and headers and footers may be within the page margins ONLY, and are not bound by the 12-point font requirement. Footnotes are prohibited. All proprietary information shall be clearly and properly marked. Pages in violation of these instructions, either by exceeding the margin, font or spacing restrictions for a particular volume, will not be evaluated. The page count will be determined by counting the pages in the order they come up in the print layout view. File Packaging. All of the quote files may be compressed (zipped) into one file entitled quote.zip using WinZip version 6.2 or later version or the quote files may be submitted as individual attachments. Content Requirements. Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each quote. Responses should include a contact name, phone number, and email address, as well as your GSA or NASA SEWP contract number, if applicable. 7.
