- The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk, VA, negotiated a direct award, utilizing FAR 19, with ITA International, a Service Disabled veteran owned Small Business contract with firm fixed price provisions under FAR Part 12 Acquisition of Commercial Items and FAR Part 13.5 Commercial test Program . The scope of the Performance Work Statement (PWS) is to obtain contractor support to accommodate changes in schedules, high-tempo requirements and/or simultaneous events. The PWS requires the Contractor to provide Naval Salvage Diving Readiness and Training Coordination Support, which consists of: Maintaining all database systems that support and provide authoritative data to all MDSU Training Reporting and Defense Readiness Reporting- Navy (DRRS-N), developing exercise scenarios based on real world intelligence and events, coordinating and setting up scenarios at the training sites and perform exercise role playing as required Draft post-exercise reports and other correspondence, assist the Readiness Officer in managing and coordinating training requirements and maintaining a master library of all applicable references. The PWS addresses Readiness and Training Coordinator, which consists of: maintaining all database systems that support and provide authoritative data to all EOD Training Reporting and Defense Readiness Reporting System, assisting in the management and data entry requirements of Navy Expeditionary Combat Command (NECC) Readiness Cost Reporting Program (RCRP) requirements, assisting in the management of EODGRU TWO Naval Training Information Management System requirements, coordinating Joint Readiness Working Group, Executive Steering Committee and Joint Commanders conferences, consulting in new development of EOD Tactics, Techniques, and Procedures (TTP) and material solutions Assist with EOD force level schools funding data management, assist in the planning and coordination of EODGRU TWO exercise participation, developing exercise scenarios based on real world intelligence and events, assisting the Readiness Training Officer (RTO) in managing and coordinating training requirements Provide material solution recommendations to EODGRU TWO, providing various assistance to EOD RTO in various areas of training and planning. The PWS requires Master Training Specialist-Instructor/Training Advisor, which requires the Contractor to provide knowledge and experience in utilizing various Counter Improvised devices (C-IED) training aids to enhance training based on enemy TTPs and course objectives, knowledge and experience in managing instructor qualifications, certifications, student counseling techniques, and professional development training, knowledge and experience as Subject Matter Expert (SME) for assigned divisions and in evaluating C-IED training exercises and available resources; role players, equipment, training aids, etc., knowledge and experience in supporting multi-divisional complex training schedules to accommodate customer training needs, knowledge and experience in providing material solution recommendations to EODGRU TWO TTP, and knowledge and experience in communicating with senior government officials regarding program status, milestones, obstacles, etc. Lastly, the PWS requires the Contractor to provide Instructional Systems Administrative Support, which requires the Contractor to provide draft reports that will lead to gathering data for detailed assessments capturing gaps and seams assessing the value of coordination meetings and working groups to the command Learning System Officer, provide administrative support to the update and maintenance of the EODTEU (Training and Evaluation Unit) TWO courses assigned Enabling Objectives and Training Objectives (EOs and TOs) by supporting the meetings and working groups to conduct those reviews, gather performance test results and grading criteria to assist the EODTEU TWO Learning Standard Office (LSO) in reviewing and assessing student knowledge, assist the EODTEU TWO divisions in the collection and proper reporting of their training user data, course grading and student evaluation programs, provide reports and collating of the provided information in a format that the EODTEU TWO LSO can review for overall instruction and learning improvement, provide support to EODTEU TWO LSO by inputting technical data received from Subject Matter Experts into software programs and to assist in the development of training curriculum and materials. The unique skills and experience required to provide these services place significant barriers to competition with other service providers at this time due to limited time requirements. The contract will be a one (1) year Firm-Fixed-Price (FFP) contract with a required award date on or before 15 February 2018. The Period of Performance will begin on 17 February 2018 and end on 16 February 2019. The North American Industry Classification System (NAICS) code for this acquisition is 541330, Engineering Services Military with a size Standard of $38.5M. The resulting contract was awarded to: Contract Number: N0018918C0007 in the amount of $$1,647,456.96 to ITA International, 111 Cybernetics Way, STE 112, Yorktown, VA 23693-5642.
