Description

The Naval Air Systems Command (NAVAIR) intends award a Cost Plus Fixed Fee Delivery Order to Bell Helicopter Textron, Inc. (BHTI) for the production and Retrofit Non-Recurring Engineering (NRE) tasks under Basic Ordering Agreement N00019-16-G-0012. The specific purpose is to perform NRE of the Tail Rotor Drive Shaft, provide Flex Coupling Redesign solution, manufacturing engineering, logistic efforts, fabrication and installation of (2) Validation and (2) Verification kits in support of the AH-1Z and UH-1Y Tail Drive Shaft. These efforts are necessary to reduce the excessive burden on the fleet due to required maintenance and inspections attributable to the current Tail Rotor Drive System. Bell Helicopter Textron, Inc. (BHTI) is the sole developer, designer, and manufacturer of the H-1 aircraft. As such, BHTI is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort within the required schedule. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304 (c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2).
