Description
Local Area of Responsibility. Estimated Quantity of Moves for the stated Period of Performance. Attachment G6: Direct Procurement Methods (DPM) Claims and Liability Procedures Attachment G5: Acronyms Attachment G4: Definitions Attachment G3: Contractor Documents Requirements Listings Attachment G2: Publication and Commercial Standards Attachment G1: Figures Guidance for the preparation and shipment by the DPM method, and provides instructions for the preparation and marking of DPM shipments and procurement of DPM services. Offerors may use with for assistance with Price Proposal. For use when making pre-award surveys. The U.S. Army Contracting Command is seeking potential sources possessing the capability to perform preparation of personal property of Department of Defense (DOD) personnel for shipment and/or storage and related services through the Direct Procurement Method (DPM). The DPM Program manages the shipment of domestic household goods, international household goods, and unaccompanied baggage shipments. DPM contracts are administered by local Personal Property Processing Offices and include packing, containerization, local drayage, delivery, unpacking, storage and related services. The contractor will furnish all personnel, equipment, facilities, supplies, services, and materials, except those specified as government-furnished. The scope of work to be performed will be detailed in the Performance Work Statement (PWS) upon contract award. The estimated period of performance is 09 April 2018 - 08 April 2018 for a total POP of 1 base year and four option years. Specific requirements for each task include but are not limited to: Premove Survey; Weighing; Time Requirements; Preparation, Packaging, Loading, Containerization; Tagging, Inventorying, and Packing List; Appliance Servicing and Subservicing; Containers and Vehicles; Exterior Marking of Shipping Containers; Outbound Documentation and Movement; Storage; Facilities; Cargo Insurance Background: The Direct Procurement Method (DPM) Program was established to manage the shipment of domestic household goods, international-household goods, and unaccompanied baggage shipments. DPM contracts are solicited and awarded through a local Contracting Office. DPM contracts are administered by local Personal Property Processing Offices to provide a comprehensive movement process for worldwide movement of small shipments and larger shipment to specific overseas locations were other modes of shipment are not authorized. The DPM contract is essential to reduce cost of small moves and ensuring compliance with Joint Travel Regulation entitlements. Submission Instructions: Proposals shall be submitted via email to the procuring contracting officer and contract specialist identified at paragraph L-1. Offerors must identify RFP No. W9124P-18-R-A001 in the subject line of the email and should include "# of #" if multiple emails are required for submission of entire proposal. Offerors are advised to submit electronic documents early and confirm successful transmission/receipt. The Government POC will provide a return response signifying receipt of the transmissions. Hard copies are not requested or required. Letter of Transmittal: Proposals must be accompanied by a letter of transmittal prepared on the company's letterhead stationery. The cover letter shall identify all enclosures being transmitted and shall be used only to transmit the proposal and shall not include any other information. All Proposals must be received by the Government by: 1400 Central Standard Time, Friday, 23 March 2018. All proposal volumes must be received in full entirety. Communication with Contracting Office: Solicitation information and amendments will be posted to the Federal Business Opportunities website at www.fbo.gov.
