Description

Pursuant to Federal Acquisition Regulation(FAR) 16.505(b)(2)(i)(B), "Only one awardee is capable of providing the supplies or services required at the level of quality because the supplies or services ordered are unique or highly specialized," and FAR 16.505 (b)(2)(i)(C), "The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided all awardees were given a fair opportunity to be considered for the original order". NASA Langley Research Center (LaRC) awarded a task order January 30, 2018, for Low Earth Orbit Flight Test of a Hypersonic Inflatable Aerodynamic Decelerator (HIAD) aeroshell design, fabrication, and testing for a flight demonstration project. The task order was issued under the Indefinite Delivery/Indefinite Quantity (IDIQ) Contract, NNL12AA02B, with Airborne Systems North America. The attached Justification for Exception to Fair Opportunity Process outlines LaRC's rationale.
