- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Freeman Expositions, Inc., 1600 Viceroy, Ste 100, Dallas, TX 75235, for the purpose of procuring their trade show booth services for RSA 2018. The FBI has a booth at the RSA 2018 Conference to be held in San Francisco, CA, April 16-20, 2018. The requirement is for the build-out of booth structures; furniture rental to include tables, chairs, carpet and lighting; creation of graphics and presentation of visual displays; daily cleaning services; dismantlement; removal of all structures and final cleaning of the rented booth space. Freeman Exposition is the official vendor for booth services at the RSA show. In previous years, Freeman was a mandated source for booth services. The FBI participants collaborating on the 2018 booth, operating under the continued belief that Freeman remained the mandated vendor, have spent several months working with Freeman to design the booth and create the graphics and visual displays. It was learned on February 20, 2018, that Freeman is no longer a mandated source. Conference management will consider other vendors to provide the services if they complete the required paperwork, submit to show management for review, and are able to receive approval with adequate time remaining for planning purposes. Due to the short time frame now remaining prior to the show, and length of time needed to design a booth, create graphics, ensure products are at the location and manpower is available, in addition to submitting and receiving show management approval to provide services, Freeman will receive a sole source award for this requirement. Now that the FBI is aware that other vendors may receive conference management approval to provide booth services, a solicitation for competitive proposals will be posted for all future RSA Conference participation by the FBI. The FBI intends to negotiate with only one source under the authority of FAR 6.302-2. This notice of intent is not a request for competitive quotations. However, interested parties may submit their interest and capability to this requirement by written response no later than February 28, 2018, 12:00pm EST, via email to Contracting Officer Jenny M. Knight at jmknight@fbi.gov. The capability statement must show vendor has approval from show management to provide services and that they have adequate time to design a booth, graphics, and visual displays, have all structures and materials at the location and manpower to build, clean, dismantle and destroy or store the booth structures/rented items within the time remaining prior to the start of the show.
