- Delineate Area Map and Description U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space : Project 6NY0617 State: New York City: Albany Delineated Area: Albany, NY (see attached) Minimum Sq. Ft. (ABOA): 66,000 Total (57,700 SF - Office; 8,300 SF - Annex) Maximum Sq. Ft. (ABOA): 69,300 Total Space Type: Office Space w/ Annex(Mechanical Service and Storage Garage) Parking Spaces (Total): 243 Parking Spaces (Surface): 165 secured (See Additional Requirements below) Parking Spaces (Structured): 65 Parking Spaces (Reserved): 13 Full Term: 15 Firm Term: 10 Option Term: NA Additional Requirements: See below Procurement Summary A. Statement of Requirements: The Government requires office and related space yielding a minimum of 66,000 ANSI/BOMA office area (ABOA) square feet to a maximum of 69,300 ANSI/BOMA office area (ABOA). The proposed term of the lease is for a total fifteen (15) years, ten (10) years firm term. The desired area of consideration is described in the Delineated Area attached. Additional Requirements: • Space offered shall be located in a building for the sole and exclusive use of the Government agency. • Proposed space must have 24 hour/7 day week access to the building and its parking. • The Government requires the space to meet the security criteria for a level IV space in accordance with the Interagency Security Standard (ISC) The Risk Management Process for Federal Facilities, November 2016, 2nd Edition. https://www.dhs.gov/publication/isc-risk-management-process • Adjacency Requirements: The proposed space shall not be located o in the immediate vicinity of any facilities that house or transport hazardous materials; o adjacent or in close proximity of low risk facilities such as day care facilities, schools, hospitals, religious centers or social service centers; o Provide a minimum setback of at least 100 feet. Please refer to ISC referenced above for further detail • Parking Requirements: Structured parking must be adjacent or below site. o Sixty-five (65) on site secured structured parking space. o One hundred sixty-five (165) on site secure parking spaces is required by a fence or other means acceptable to agency. o Thirteen (13) reserved spaces. • The offered space should have two separate entrance points to the offered space; the primary is for general public and the secondary is to serve for employees and delivery vehicles. • Mechanical Service and Storage Garage must have at a minimum two (2) 12' overhead doors. Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. B. Projected Dates: Expressions of Interest Due: March 12, 2018 Market Survey (Estimated): Mid/Late April 2018 Offers Due: July 15, 2018 Occupancy (Estimated): Upon Acceptance of Space C. Required Information: Expressions of interest must be submitted to the above addresses by 5:00 PM (Eastern Standard Time) on March 8, 2018 and must include the following information: • Building name, address and the location of the available space within the building. • Legal Description • Rentable square feet available, Percentage of Common Area Factor, and expected rental rate per rentable square foot, fully serviced. • ANSI/BOMA office area (ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced. Also, indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, if any. • One-eighth inch scale drawing of space offered. • Amount of parking available on-site and available per local code; any costs associated with parking. • Date of space available. • Building ownership information. • Energy efficiency and renewable energy features existing within the building. • List of building services provided.
