Repair and Modifications of Boilers 1&2 at the Veterans Affairs Medical Center (VAMC) Cheyenne, Wyoming 82001 Brief Scope of Work (This is for information only) General: PLEASE NOTE: This is not routine boiler repair/replacement of boiler parts and/or service. Our VA Boilers have been written up for non-compliance by the State Boiler Inspector. Before the piping can be certified with an R stamp, a Historical Traveler document must be created to document all previous repairs and modifications. This work can be done only by industry specialist in Boiler Safety, modification and historical tracking to ensure that previous repairs and certification(s) of repairs are authenticated. If you feel your company can perform/complete this requirement please continue with RFI and respond accordingly. The purpose of this Scope of Work is to Repair, Modify, Inspect 2 Clever Brooks Boilers bringing them to a Compliant status by the State Boiler Inspector. Contractor will Certify all Repairs, Recover and Document all Repairs and Modifications by way of Traveler History Document. This Document will cover from installation (I have requested dates of installation for each boiler) to Certification, of the Boilers located at Bldg. 13 at the Cheyenne VA Medical Center (VAMC). Scope of Work: This application is to have our boiler piping properly certified and stamped to pass boiler inspection. Before the piping can be certified with an R stamp, a Historical Traveler document must be created to document all repairs and modifications. This work can be done only by industry specialist in Boiler Safety, modification and historical tracking to ensure that repairs and certification of repairs are authenticated. It is believed that these requirements are highly specialized in nature and are not readily available on the open market. This project is vital to Safety Standards and Operational compliance of the Boiler Plant located at the Cheyenne VA Medical Center. Gathering of documentation and on location visits to establish repair methodology and confirm code compliance. Gathering all documents from Cleaver Brooks. Each boiler will require two visits by the Authorized Inspectors Agent (AIA). Preform on location all repairs and modifications First day, isolate the piping, remove the valve, clean the area, perform interior inspection as required, clean the threaded areas and gather the correct material for installation. Day 2, install the pipe and flange and install new gasket at flange as may be required. Day 3, Hydro Test the boilers as a test Hydro prior to calling inspector for final Hydro. Day 4, final Hydro Testing and inspection with AIA, complete paper work. Day 5 install boiler tags, complete copies of paper work and binder, provide to customer. Supervisor as required 3 days total. Materials/Equipment: Pipe, Pipe compound, gaskets for flanges, fasteners as may be required, consumables, paper copies and binders supplied to customer, badge plates to be attached to boiler. Description of Supplies/Services Required to Meet the Agency s Needs: When the boilers were installed in 2000 they were not installed per Boiler code. To correct this non-compliance, the following has to be completed: Research and gather documents from Clever Brooks to assemble a certified Traveler for each boiler to document the history of modifications and repairs to each boiler. Each Boiler will be required to undergo inspections and testing by Authorized Inspectors Agent (AIA). Boiler repairs will require 2 certified boiler repairmen for 5 Days and an Inspector for 2 days. Sole Source Justification We believe the complexity and technical aspects involved to certify past boiler repairs and to re-certify the boilers for use creates a very limited pool of firms capable of doing the work. Many of the special-duty shops have P stamps and can build boilers, but very few have R stamps that can retro-certify past boiler repairs. 4. Contractor Qualifications: Must be ASME Boiler and Pressure Vessel Certified and accredited as repair Specialist. 5. Requirements: Contractor will be required to provide all materials, supplies, equipment, tools labor and supervision necessary to provide for every aspect of the project. 6. Utility Shutdowns: A. No utility shutdown may occur without express written consent of the COR. B. Except in emergency cases, any interruption, or potential interruption of power to the Cheyenne VAMC will require a minimum of two weeks written notice prior to the shutdown. Extended shutdowns may have to occur on weekends. 7. Security Requirements: All Contractor personnel shall check in daily with the VA Police Office to obtain a Contractor s Identification Badge. The badge must be worn visibly upon their person, between the height of the waist and shoulders. The badges shall be returned at the completion of service each day. Two forms of current federal, state issued identification are required to obtain a badge. 8. Safety: All work is to be performed in accordance with all Federal, State, OSHA, and Cheyenne VAMC safety standards.
