- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. The Department of Commerce/National Oceanic and Atmospheric Administration is seeking the following information: Potential Respondents shall describe how they would propose to successfully provide these services, assuming that all services provided by Respondent would be accomplished in accordance with all applicable U.S. laws, regulations, policies, and procedures. This is a Request for Information (RFI). In preparation for an upcoming anticipated procurement, the NESDIS Field Delegate is conducting market research to identify potential sources and determine the optimal procurement strategy for acquiring the Services. The Office of Satellite and Product Operations (OSPO) is part of the National Environmental Satellite Data and Information Service (NESDIS). NESDIS is part of the National Oceanic and Atmospheric Administration (NOAA), and the Department of Commerce. The U.S. National Ice Center (NIC) is part of OSPO and represents NOAA in the IICWG. The OSPO Director is currently the Co-Chairs of the IICWG. The IICWG Co-Chairs relay heavily on the Secretariat's services to maintain the functioning and effectiveness of the organization. The International Ice Charting Working Group (IICWG), formed in October 1999, is a working group of the world's national ice services to promote coordination of operational sea ice and iceberg information services to better meet the needs of their national and international maritime clients. Through collaboration and cooperation in data sharing, standards, training, product development, research activities, and the delivery of information services, the IICWG aims to enhance the safety of maritime operations in ice-covered waters. The IICWG works actively with the satellite community to ensure a continuing supply of observations for ice monitoring. Interaction with the community is a regular feature of the IICWG meetings and continues throughout the year. The IICWG has commissioned one report outlining requirements for ice monitoring, contributed to several others and made regular representations to the space agencies and satellite operators. The purpose of the Secretariat for the International Ice Charting Working Group (IICWG) is to improve the business continuity, coordination and visibility of the IICWG by ensuring the annual IICWG meeting is planned, delivered and the results are captured and distributed to the membership. The role of Secretariat has improved information management and dissemination within membership and to external agencies which ensures that the business of the IICWG has good visibility and priority within the membership during the intersessional period. The objective of this RFI is to collect market research information regarding the availability and capability of qualified businesses. The anticipated period of performance is a 12-month base year plus two option years. The North American Industry Classification System (NAICS) code for this acquisition is 541611 (Administrative Management and General Management Consulting Services) with a size standard of $15 Million. To be determined capable companies must demonstrate a minimum of 15 years of related experience). Responses shall be limited to no more than 5 pages and shall address the following information listed below: 1. Company name and address; 2. DUNS number; 3. Type of small business (e.g. woman-owned small business, HUBZone small business, service disabled veteran owned small business, etc.) and size classification relative to the NAICS Code for the proposed acquisition; 4. Company point of contact (i.e. name, phone, and email); 5. Potential areas to be subcontracted; 6. A tailored capability statement demonstrating a minimum of 15 years experience specifically related to the below: Requirement to provide contractor support for the IICWG Secretariat with responsibilities to include improving IICWG business continuity, supporting IICWG coordination and visibility by ensuring the annual IICWG meeting is planned, delivered and the results are captured and distributed to the membership, improving information management and dissemination within membership and to external agencies and, ensuring that the business of the IICWG has good visibility and priority within the membership during the intercessional period between the annual meetings Demonstrated technical knowledge and engagement in the ice analysis field as an internationally recognized expert is required to fulfill the requirement. With NOAA serving as a chairmanship for North American Ice Services this year and as the co-chair of the IICWG, The Agency has agreed to provide the Secretariat support for the IICWG. The support requires an individual with in depth knowledge of the mission and objectives of the working group as well as a personal, working relationship with the member countries and representatives. The secretariat must begin working on immediately to ensure the success of the upcoming annual IICWG meeting in October 2018. On-going secretariat support function including follow up on action items, posting updated information to website, tracking and replying to correspondence and directing inquiries to appropriate IICWG members. Secretariat support to IICWG Meeting Organizing Committee including arranging and participating in teleconferences, preparing meeting summaries, developing the agenda, contacting guest speakers, distributing meeting agenda and information to all participants. Provide support during IICWG Meeting including preparing briefing material for co-chairs, preparing background documents for meeting participants, facilitating discussions and keeping a written record of the meeting Preparation of IICWG Meeting Summary including posting summary, action item summaries and presentations on IICWG Website. Responses are due no later than 1:00 pm EST on February 28, 2018 via email DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Failure to submit a response to this RFI in no way precludes a vendor from participating in any competitive solicitation that may be issued in the future. Information received will be considered solely to make an informed decision regarding a potential procurement. Contractors are not required to respond to this announcement, but may do so at their own cost. The United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. The Government will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, the Government reserves the right to contact any respondent to this notice for the sole purpose of enhancing understanding of the notice submission. All material provided will be treated as confidential. Company proprietary data will be reviewed by Government employees and authorized representatives only.
