- The United States Department of Transportation (US DOT), Office of the Secretary (OST) Volpe National Transportation Systems Center (Volpe Center) intends to solicit, negotiate and award on a sole source basis a contract to The MITRE Corporation in accordance with 41 U.S.C. 3304(a)(3)(B), as implemented by the Federal Acquisition Regulation(FAR) Subpart 6.302-3 Industrial mobilization; engineering, developmental or research capability; or expert services. The Volpe Center is supporting the National Highway Traffic Safety Administration (NHTSA) in conducting research to identify the safety challenges and identifying the research milestones required to ensure the safe deployment of automated driving systems (ADS). To support in this research, the Volpe center needs to pilot a safety data sharing program to accelerate the safe deployment of ADS and conduct research to inform strategic planning in the areas of ADS and software assurance. The Government intends to procure, through a cost reimbursement contract, services to 1) develop a prototype public/private data sharing program and demonstrate the proof-of-concept through analysis of one automated vehicle control system. 2) Provide expertise to identify key safety challenges and research needs in support of NHTSA's AV Research Roadmap and 3) Provide expertise to identify key safety challenges and research needs to inform a software assurance research strategy. In order to meet the Government's needs the contract must meet the following requirements: 1) Must have previously developed a safety data sharing system that (a) collects and secures Proprietary data from industry; (b) sanitizes/de-identifies proprietary data; and (c) provides a point-of-access for industry and Government to view the aggregated data; 2) must have previously established security mechanisms and governance structures for a safety data sharing system so as to safeguard proprietary data collected from industry; 3) must be independent from automotive manufacturers; 4) Must have independence from the Government; 5) must possess demonstrated experience in identifying key safety challenges and research needs for ADS and software assurance. The estimated period of performance for the anticipated contract will be from date of award to March 18, 2019. The Solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FBO) website. The solicitation will be issued on or about March 6, 2018. The applicable North American Industry Classification Code System (NAICS) for this procurement is 541990; the Small Business size standard is $15.0. This procurement will be conducted in accordance with FAR Part 15, Contracting by Negotiation. Telephone calls made in place of the required documentation will not be accepted. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this synopsis. Responses received after fifteen (15) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government
