Description
The U.S. Army Corps of Engineers (USACE), Nashville District, is conducting market research to seek information from potential contractors to Renovate the Center Hill Dam Power Plant HVAC System at Lancaster, TN. THIS IS NOT A SOLICITATION AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. This is a Request for Information (RFI) and is for planning purposes only as defined by FAR 15.201. This is not a solicitation announcement, nor is it an Invitation for Bid (IFB), Request for Proposal (RFP), or Request for Quote (RFQ). No solicitation is currently published. This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Do not submit cost proposals or cost information. Response to this notice is strictly voluntary and will not affect any firm's ability to submit a proposal if and when a solicitation is issued. The information gathered will be used by the Government to make appropriate acquisition decisions. Replies to responses, comments, or suggestions will not be provided. The scope of the proposed project consists of construction activities to modernize all aspects of the current system and to increase the existing HVAC capacity to divert 39,000 CFM airflow to support water oxygenation requirements at the turbines. The major components of this contract include: 1) Install a Building Automated System (BAS)to regulate fan speeds and damper positions for the aeration system and to maintain building temperature; 2) Perform asbestos abatement on wiring in the Ventilation Control Center (VCC) and for the ductwork of two attic supply fans; 3) Replace all pulleys, belts, bearings, and flexible connections; 4) Install a water-cooled condenser in the power cable tunnel; 5) Install an external ductless mini-split unit serving five air handler units on a common elevation; 6) Replace electric duct heaters and install one new heater on a duct to be modified; 7) Clean ductwork, fans, louvers, and registers. Replace damaged equipment as necessary; 8) Rewind existing electric fan motors; 9) Install new variable frequency drives on all supply and exhaust fans; 10) Modify existing ductwork with control dampers; 11) Install pressure sensors in each of the turbine pits and three temperature sensors located outside the structure, generator room and turbine level; 12) Replace-in-kind the four 15,000 CFM axial exhaust fans in the attic. The estimated performance period for this contract is 180 days. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 238220, Plumbing, Heating, and Air-Conditioning Contractors. Small Business size is $36.5M. The magnitude of this project is between $500,000 and $1,000,000.The following information is requested from Contractors interested as a prime contractor in this project: 1. Firm's name, addresses, point of contact, phone number, and e-mail address. 2. Firm's interest in providing a bid on the pending solicitation once issued. 3. Experience: Evidence of capabilities to perform comparable work in streambank protection using floating plant. 4. Firm's capability to perform a contract of this magnitude and complexity. 5. Firm's business category and business size (Large Business, Historically Underutilized Business Zones (HUBZone), Women Owned, etc.) 6. Firm's Joint Venture information, if applicable. 7.
