Description
RFQ FOR SAFE/THREAT REPORT FOR USAID PAKISTAN SOLICITATION DETAIL BELOW, SEE ALSO ATTACHED SF 1449 WITH DETAILS I. INTRODUCTION The U.S. Agency for International Development (USAID), represented by the USAID Mission in Islamabad, Pakistan (USAID/Pakistan), manages one of the largest and most complex United States Government (USG) assistance programs in the world. The Mission's high profile and politically sensitive portfolio, valued over $4 billion, is implemented across six technical sectors (Energy, Economic Growth, Agriculture, Health, Education, and Governance) by more than 300 staff positions and approximately 70 Implementing Partners. II. STATEMENT OF WORK (SOW) USAID/Pakistan's personnel and Implementing Partners need creditable and timely information about the ongoing security and threat situation within Pakistan. Therefore, the Mission requires a daily open-source Pakistan threat report in electronic PDF (Portable Document Format) format, from an experienced and responsible vendor. The primary purpose of the daily electronic threat report is to inform USAID/Pakistan's Implementing Partners and USAID personnel about the safety and security threats within Pakistan in order to improve situational awareness, inform program/event planning, and reduce the risk of USAID or Implementing Partner involvement in dangerous and/or threatening situations. The threat report will summarize, assess, and provide website links to reliable open-source media outlets of recent security and threat related information in Pakistan reported and/or significantly developing over the previous 24 hours. Security and threat related information includes but is not limited to: suicide attacks, bombings/improvised explosive devices (IEDs - both detonated and discovered), small arms attacks, incidents of violent crime, and other criminal or threat related activity. Violent crime incidents include: kidnappings, murders, armed assaults, and rape. Other criminal or threat related activity includes protests, arrests, and injuries/deaths caused by violent criminal acts or terrorist attacks. Any incidents/attacks which appear to target expatriate and/or development/aid workers must be highlighted in the relevant section of the report. The report must highlight the location (city and administrative unit) of incidents. The report will also analyze and assess the current threat level by administrative unit, summarize threat advisory information, and provide recommendations on avoiding potential threats. The report and all linked/cited open-source media must be in English. The threat report summarizing the previous 24 hours will be transmitted Monday through Friday not later than 8 am Islamabad time (Time Zone GMT +5). Events occurring on Saturday and Sunday will be rolled up in the Monday report. Events occurring during holidays will be reflected in the report of the first workday. Note: The administrative units of Pakistan are: Islamabad Capital Territory, Gilgit-Baltistan, Punjab, Sindh, Balochistan, Khyber Pakhtunkhwa, Azad Jammu and Kashmir, and the Federally Administered Tribal Areas. III. DELIVERABLES Vendor will transmit the threat report in PDF and in accordance with the above statement of work and below deliverables electronically to the USAID/Pakistan's Partner Liaison and Security office from Monday through Friday no later than 8am Islamabad time (Time Zone GMT +5) via email (address to be provided after award). Each daily report at a minimum must contain the following information: 1. Report cover page detailing the date of the report and the time period covered 2. Table of contents page 3. Summary of recent Security and Threat Incidents reported and/or significantly developing over the past 24 hours: a) A one-to-two page graphic/map overview and table summary showing the location, numbers, and types of significant security/threat incidents (by category) reported within Pakistan in the previous 24 hours. The graphic/map overview must color-code the administrative units of Pakistan by current threat assessment (see item 5 below). b) Summary of security and threat incidents reported/developing by administrative unit of Pakistan within the previous 24 hours. Each incident summary must contain: the date, category, location (village, city, etc) of incident as well as an internet link to an English language news media source reporting the incident (e.g., a link to the news story). The summary must also include a headline and short summary (2-4 lines) of the incident. c) A one-to-two page summary of incidents of special note. Incidents of special note include newly reported/on-going/developing security related incidents, events, situations, or threats which: have regional and/or national attention, appear to target expatriate and/or development/aid workers, and/or other incidents which may have a significant security impact on USAID/Pakistan and/or its Implementing Partners. Each incident summary must contain: the date, category, location (village, city, etc) of incident as well as an internet link to an English language news media source reporting the incident (e.g., a link to the news story). The summary must also include a headline and summary (2-8 lines) of the incident. 4. Security and Threat Incidents Statistics a) A half-page summary of statistics of incidents (by incident category and administrative unit that occurred within the previous four months. Incidents should include: suicide attacks, bombings/improvised explosive devices (IEDs - both detonated and discovered), small arms attacks, incidents of violent crime, and other criminal or threat related activity. b) A half-to-one full page summary of statistics of monthly quantity of incidents (by category and administrative unit) occurring within the past twelve months (e.g., a year to date roll-up by incident category by month). 5. Threat Analysis and Advice a) Analysis and recommendations of the current threat level by administrative unit, which summarizes threat advisory information and provides recommendations on avoiding potential threats. Each administrative unit summary must not exceed one page. b) Graphic showing current threat level by administrative unit (e.g., low, moderate, high threat). The report should define the criteria of each threat level. IV. CONTRACT TYPE This is a firm fixed-price Purchase Order based on a monthly US Dollars ($) rate, to be offered by USAID/Pakistan in the event of issuance of a Purchase Order. V. PERFORMANCE PERIOD The performance period will be for one year, approximately from April 21, 2018 through April 20, 2019, with two, one-year option years. Options may be exercised on an annual basis, subject to satisfactory contractor performance, mutual agreement between the contractor and USAID/Pakistan, continued requirement for the service, and the continued availability of funds. VI. INSTRUCTIONS TO OFFERORS AND EVALUATION CRITERIA Offerors will submit a quotation package which must include all of the below components. Additional documents/components provided by the offeror, or components in excess of the page limitations stated below will not be read or considered. 1. An institutional capability statement of no more than six pages. The statement must include: a. A profile of the offeror (e.g., a company profile) which contains: a brief history of the entity, organizational structure and strengths, and financial resources. b. A summary of the methodology and approach the offeror will use to provide the required report in accordance with the SOW and deliverables. c. Summary of organizations that the offeror has successfully provided similar services to within the past 3 years. This section must include a description of the similar service provided, as well as point of contact information at the customer organization that USAID/Pakistan may use to evaluate past performance. d. A statement certifying that the offeror understands the requirements of the SOW and Deliverables, and is an experienced and responsible vendor of such services. 2. An example PDF threat report in accordance with Section II (Statement of Work) and Section III (Deliverables) for the date of February 23, 2018. The example threat report must not exceed 30 pages (letter-sized pages, 8.5'' x 11''). 3. A price quote covering all services as described in Section II (Statement of Work) and Section III (Deliverables). The price quote must clearly show the monthly and annual cost in USD ($) for the first year and subsequent option years. The price quote must not exceed two pages. All above required components of the quotation should be in separate files/attachments. Components 1-2 must not contain elements of financial or cost considerations. Minimum Qualifications / Requirements for Consideration In order to be considered for this award, offerors must meet/exceed all of the below minimum qualifications / requirements for consideration: 1) Offeror must submit a complete quotation package in accordance with the requirements stated in this section (VI) 2) Offeror must have a history of successfully providing a similar service 3) Offeror must be deemed a responsible party Evaluation Criteria (other than Cost) The USAID/Pakistan intends to evaluate offers in accordance with the evaluation criteria stated below and award to the responsible offeror whose quote represents the best value to the U.S. Government. "Best Value" is defined as the quotation package that is determined to be the most advantageous to USAID/Pakistan, considering cost and other factors. The below evaluation criteria, when combined, are approximately equal in importance to cost. 1) Ability to provide the required service as per Section II (Statement of Work) and Section III (Deliverables) 2) Past performance in providing similar services USAID/Pakistan may award a purchase order without discussions. Proposal submission, due date, and time Quotation package submission date: last date to submit the quotation package is March 5, 2018 1700hrs Pakistan time. No quotation package will be considered if received after the due date & time. Offers must be sent electronically to the following email address: skjamil@usaid.gov. The period of performance will start from approximately April 21, 2018 onwards. USAID expects to make an award on or about the week of April 9-13, 2018. INSPECTION AND ACCEPTANCE: The Senior Partner Liaison and Security Officer will evaluate all daily reports (deliverables) to ensure that they are in form and substance acceptable to USAID, and approve the final product before the payment. VIII. PAYMENT TERMS: Monthly payments will be processed net 30 days on receipt of proper invoice after receipt of all daily reports for a given month. The vendor must send the invoice the following email address: PakistanAccountsPay@usaid.gov IX. PROVISIONS EXECUTIVE ORDER ON TERRORISM FINANCING The Contractor/Recipient is reminded that U.S. Executive Orders and U.S. law prohibits transactions with, and the provision of resources and support to, individuals and organizations associated with terrorism. It is the legal responsibility of the contractor/recipient to ensure compliance with these Executive Orders and laws. This provision must be included in all subcontracts/sub awards issued under this contract/agreement.
