- TED STEVENS ANCHORAGE ALASKA INTERNATIONAL AIRPORT (ANC), AIRPORT SURFACE SURVEILLANCE CAPABILITIES (ASSC) SYSTEM FIBER OPTICS FROM THE AIRPORT SURFACE DETECTION EQUIPMENT MODEL 3 (ASDE-3) TO THE AIR TRAFFIC CONTROL TOWER (ATCT) POINT OF CONTACT: CARLA BRAWLEY, CONTRACTING OFFICER 817 703-8667 The Federal Aviation Administration (FAA) is seeking competent and qualified construction contractors interested in providing offers for the installation of the ASSC Fiber Optics from the ASDE 3 to the ATCT. General Statement of Work: This does not include all items of work. As part of the construction of the new Airport Surface Surveillance Capabilities (ASSC) System at Ted Stevens Anchorage International Airport(ANC) the contractor will perform all work associated with the fiber optic installation from the ASDE 3 to the Air Traffic Control Tower and perform all work associated with the multimode fiber optic installation from the base building 2nd floor to the ATCT 10th floor equipment room. This project requires close coordination with FAA and ANC personnel. Some work is required in the Air Traffic Control Tower and Base Building and will require access coordination and scheduling with the FAA COR, the Anchorage System Support Center (SSC) and FAA Air Traffic Control. Work is both inside and outside the Airport Operations Area (AOA). This project will be constructed under a single prime contract with three phases. The phase 2 part of the contract may be terminated after phase 1, if no continuous route can be obtained. Phase 1 and 3 work will proceed to completion. Phase 2 and phase 3 may be reversed due to weather. Contractors may perform site visits to determine actual limits of work and job site conditions before submitting a bid. 1.Contract performance time is 60 calendar days excluding inclement weather and holiday moratorium dates 2.This procurement is unrestricted and open to all qualified vendors 3.The North American Industry Classification System (NAICS) is 238210- Electrical Contractors and other Wiring Installation Contractors. 4.The dollar range for this project is between $100,000 and $350,000 5.Site Visit Information will be specified in the Request for Offer. THE SUCCESSFUL OFFER MUST MEET THE FOLLOWING GO/NO GO criteria: a.The contractor must have successfully completed (3) similar projects both in dollar amount and scope, on an operational airport in the past (5) years. b.The contractor must have delivered a quality product in the time frame established by the contract. The contractor must provide the name of the facility where work was performed, contract number, along with a point of contact at the facility and telephone number. This information is to be submitted with the request for specifications and plans. Past Experience and performance will be verified. A Specialized Experience Form is attached. The Request for Offer Package is expected to be available early March 2018. Contractors must submit their request for this package no later than 3:00 pm (CST) by February 27, 2018. Contractors must provide name of company, physical mailing address, telephone number and complete the three attached documents: DOCUMENT SECURITY NOTICE TO PROSPECTIVE OFFERORS AND BUSINESS DECLARATION, along with SPECIALIZED EXPERIENCE. RFO packages will be provided only to the first ten (10) qualified requestors. FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL DEEM THE REQUEST FOR SOLICITATION AS NON-RESPONSIVE.
