- The U.S. Geological Survey, California Water Science Center intends to issue a non-competitive award to Seahorse Geomatics, Inc., Portland, Oregon. The requirement is for rental of a complete bathymetric mapping kit to be mounted aboard a 19 foot long USGS open boat for complete mapping of the shoreline and sub-aqueous portions of San Antonio reservoir. The above organization is the only known source that is capable of providing the above mentioned service because Seahorse is the only vendor that offers the integrated multibeam-lidar system in a portable package that can be mounted on a USGS boat, and also provides on-site training and assistance in conducting the survey. Seahorse has designed a system that integrates the multibeam echosounder, motion sensors, and (importantly) the lidar sensor into a single package. Seahorse Geomatics is the sole representative of NORBIT Subsea in North America and, having aided in the development of the iWBMS sensors for bathymetric mapping, are able to provide comprehensive on-site support to ensure accurate and efficient mapping of the reservoir. The San Antonio Reservoir project requires a high level of understanding of the sensor technology given the work required near the reservoir shoreline where GNSS signals are compromised and the project desire to map as close to the water surface. No other known vendor is able provide a multibeam sonar system that would provide resolution for up to 50+ m deep. The North American Industry Classification (NAICS) Code is 541360 - Geophysical Surveying and Mapping Services, size standards $15.0. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b) (1) and FAR 12. The anticipated contract will be firm fixed price award. A vendor must be registered at http://www.sam.gov to be awarded the contract. All responsible sources may submit a proposal which shall be considered by the agency to the Contracting Officer and shall only be accepted through electronic mail addressed to nlushenko@usgs.gov. All documents required by this notice must be uploaded and received in their entirety no later than February 23, 2017 at 1700 ET. Documents submitted by hardcopy or the Fed Connect web portal or Fed Connect Message Center shall not be accepted or considered.
