- Draft Past Performance Questionnaire Wage Determination Draft SF1449 PWS The 28th Contracting Squadron, Ellsworth AFB, South Dakota, intends to solicit, compete and award a single award Firm Fixed Price (FFP) contract using FAR Part 12-Acquisition of Commercial Items, FAR Part 15-Contracting by Negotiations, and FAR Part 37-Service Contracting Procedures for Ellsworth AFB's Refuse Collection and Disposal Services requirement. This award will be a basic plus four option years and a six-month extension. The Period of Performance will be 1 October 2018 to 30 September 2023. This is a pre-solicitation notice only at this time. The solicitation will be posted on or about 22 February 2018 on Federal Business Opportunities (FBO), website, http://www.fedbizopps.gov. This will be a Competitive 8(A) set aside solicited under North American Industry Classification System (NAICS) code 562111 with a size standards of $38.5 million. To be eligible to compete for 8(a) set-aside awards, the contractor must be certified as an 8(A) in accordance with current SBA regulations. Attached to this pre-solicitation are DRAFTS of the Performance Work Statement (PWS) and Standard Form 1449 solicitation. These drafts are posted to give prospective offerors a chance to provide comments. Questions will not be answered at this time and all comments must be in writing. Once the official solicitation and PWS are posted, a Question and Answer (Q & A) opportunity will be given as part of the official solicitation. Please email comments to the email addresses listed below. Once the official solicitation is posted, all interested and responsible 8(A) entities may submit a proposal that will be considered by the 28th Contracting Office at Ellsworth AFB, South Dakota. The award will be an integrated assessment based on tradeoff between Past Performance, Price and Technical Capability with past performance significantly more important than price. The closing date and time for submission of offers will be contained within the solicitation package. 8(A) contractors submitting a proposal must also have a Cage Code and be registered in the System of Award Management (SAM) at https://www.sam.gov in order to receive an award for this procurement. Registration requires applicants to have a DUNS number from Dunn & Bradstreet.
