- This will be an official Request for Information (RFI) in accordance with FAR Part 52.215-3. Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated will be solely at the interested party's expense. If a solicitation is released, it will be synopsized on Federal Business Opportunities (FedbizOpps) at https://www.fbo.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The 7th Contracting Squadron (7 CONS) intends to procure an emergency escape system to replace the Baker Life Chute on the Air Traffic Control Tower. This device must be able to be independently operated by the user, lower up to 35 personnel from the tower catwalk (height: approx. 110') to the ground safely, have the available option for personnel to utilize a reusable fire-retardant suit while being lowered, lower each individual within 35 secs and take no longer than 25 mins to lower all 35 personnel safely to the ground. This contract must include a separate training system installed on the Dyess AFB Fire Department Training Tower, which can be utilized multiple times per year for training. This contract must also include a lifetime warranty on the primary and training systems. The contract must also include removal of the Baker Life Chute and repair of the railing cut-out where the BLC was located to prevent personnel from falling from the catwalk. Finally, the contract must include training on the system for both the current tower controllers and the Dyess Fire Department.
