Description
High-Speed Data Acquisition System Solicitation Number: FA7000-18-T-0034 This is a REQUEST FOR INFORMATION (RFI) only. This request is for planning purposes and does not constitute a Request for Quote (RFQ)/solicitation. This notice shall not be construed as a commitment on the part of the government to award a contract or to pay for the information. The government may or may not decide to award a contract as a result of this RFI. The government does not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. No funds have been authorized, appropriated or received in this office for the purchase of this product or information. The information provided will be used for market research only. The U.S. Air Force Academy requires a high-speed data acquisition system capable of resolving gas properties in a detonation reaction front only millimeters thick and traveling at speeds greater than 2,000 meters per second past the measurement devices. In order to satisfy the Nyquist theorem and collect non-trivial data, a collection speed of 40 mega samples per second is required. A company is encouraged to respond to this notice if it possesses the capability of supplying a data acquisition system as described. The government's preference is to acquire an AMERICAN end product that meets the specifications below; however, if your suggested data acquisition system is not an American end product, information on where it is manufactured is requested. Data Acquisition System: 4 analog input channels (threshold, 8 is objective) 1 digital input channel 12 bit resolution or better on at least one analog channel (threshold, 16 bit is objective) 40 mega-samples per second per channel Able to collect and store data continuously for 30 minutes Buffer speeds that allow storage of up to 1 TB of data in 30 minutes (~600 MB/s) Controllable via Matlab or LabView on a PC, or control system with user interface included Respondents to this RFI are asked to identify the following: - Company name, address, email, telephone number - Contact information for a point of contact - Business size in accordance to the Small Business Administration's Table of Small Business Size Standards found at https://www.sba.gov - Informational literature pertaining to data acquisition system - Description of warranty - Identification of where product is manufactured - Typical lead time and payment terms. Please forward all information, questions or recommendations to: Susan Hashemi Contracting Officer, US Air Force Academy CO 80840 Susan.Hashemi@us.af.mil OMBUDSMAN (JUN 2016) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. James Anderson 8110 Industrial Drive, Ste 103 USAFA, CO 80840 Telephone number 719-333-2074 FAX 719-333-9018 email: james.anderson.72@us.af.mil Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
