Description
Questions and Answers to the solicitation: Solicitation 12315118R0007 1. The solicitation references a 15Lb scale capacity. The majority of industry meters for the office environment are designed with 5Lb capacity. The reference to 15Lb is restrictive to select manufacturers. We respectfully request the Government consider a change to the scale capacity to reflect industry standards. After further consultation with users in the field, a scale with 5Lb capacity is acceptable. If permissible recommend SOW be amended to read "scale with 5-15lb capacity" 2. The solicitation does not provide defined details of the mail machine processing specifications, to include letters per minute, envelope thickness, sealing requirement, and more. Mail machines can process letters and flats at various speeds and it is critical the Government define the system specifications. The reference to the PostBase 30 only gives a reference and it is important to know what is defined as specified components which we respectfully request to provide a thorough and accurate solution. Letter thickness up to 3/8" Must be able to handle postcards Processing Speed 30-45 letters per minute Automatic feeder/sealer not required 3. The solicitation references multiple agencies share the machine and the Government requires the system be able to provide cost center account codes (up to five (5) per office). How does the government wish for the reports to be generated? The industry standard is now to provide an online accounting Web (cloud based) solution which is accessible from a HQ or administration location. Does the Government wish to have this solution linked to the state office mail system for one enterprise report to facilitate SMART report generation in a single view? I am uncertain the of the differences described here; ie. Cloud based Vs. SMART reporting. I want to be able to access one single account from the State Office and see a comprehensive accounting of all the machine. While logged onto an account I want to be able to filter and sort to see activity at a specific location. I do not want to have to maintain or log into 47 separate accounts. If however there is a significant cost difference this could be reconsidered. 4. Under 3.0 Technical Requirements/Tasks: Postage account details shall be accessible on-line via the internet. Is that requirement for the cost center accounting for each meter referenced in item 3 above, or to just show the postage balance within the meter? Both are available if defined in the specifications. Showing just the postage balance is not acceptable. In addition to the postage balance, there is a requirement to see utilization sortable and filterable by cost center 5. Do the machines have a commercial USPS meter or Government OMAS meter?Postage will be paid utilizing a postage due account linked to a USPS meter. 6. Is the network connection available through a commercial ISP or into the Government network to connect meters to the USPS and to download postage?The Government network rides on commercial ISP (i.e. AT&T). The machine will be connected to the USDA network
