Description
This announcement constitutes a Sources Sought for information and planning purposes to identify qualified and experienced sources for an anticipated Firm Fixed Price Indefinite Delivery Requirements contract under NAICS code 517311, Wired Telecommunications Carriers and the Small Business Size Standard is 1,500 employees. This proposed contract vehicle is to provide hard-wire cable telecommunications services to various locations at U.S. Naval activities, throughout the Hampton Roads area. The Hampton Roads area is defined as Williamsburg, VA South to Chesapeake, VA. Locations may be working spaces, living spaces, Navy Lodges, pier side and dry-docks, but will not be limited to those areas. Subject to FAR Clause 52.215-3, titled śRequest for Information or Solicitation for Planning Purposes, ť this announcement constitutes a sources sought synopsis for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. This sources sought notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response. The Fleet Logistics Center Norfolk (FLCN), Norfolk, Virginia is seeking information on qualified and experienced sources for planning purposes in an effort to derive a contract vehicle to provide hard-wire cable telecommunications services. The contractor shall provide a capability statement that states whether they are able to use the current infrastructure as is, to provide services in accordance with the attached Draft Performance Work Statement (PWS). The current infrastructure provides the requested services through Cox Communications Hampton Roads. The contractor shall provide a statement that they are able to use the infrastructure without additional infrastructure investment. The contractor shall provide a statement from Cox that they will be able to use the current infrastructure. The anticipated base period of performance of this contract is 1 October 2018 to 30 September 2019. Responses to this Sources Sought Notice shall include the following information in this format: 1.Company name, address, point of contact name, phone number, and email address. 2.Contractor and Government Entity (CAGE) Code. 3.Other Government vehicles (contracts) that may issue orders for the required services. (ie. GSA, etc.). 4.Size of business- Large Business, Small Business, Small Disadvantaged Business, 8(a), Hubzone, Woman-Owned Business, Veteran-Owned and/or Service Disabled Veteran-Owned Business. 5.Capability statement displaying the contractor ™s ability to provide the minimum requirements to include past performance. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. Please also include in the past performance information the contract numbers, dollar value, and period of performance for each contract referenced in the response to this sources sought. 6.Statement affirming that the contractor will have access and be able to use the infrastructure without infrastructure investment. 7.Statement from Cox that the contractor will be able to use the current infrastructure. 8.Please include any questions or concerns you have in regards to this requirement. 9.Include any other supporting documentation. Submissions are to be no more than 10 single-spaced pages and no less than 12 point font. Responses should be emailed to ricardo.a.lopez4@navy.mil by 13:00 ET Tuesday, February 20, 2018. Again, this is not a request for a proposal. Respondents will not be notified the results and the Government is not required to answer any questions submitted in regards to this sources sought notice.
