- Appendix A - Exceptions to IEST-RP-CC008.2 and Appendix B Exceptions to MIL-PRF-32016A(EA) Performance Specification Cell, Gas, Adsorber I. PURPOSE The U.S. Army Contracting Command Aberdeen Proving Ground (ACC-APG) Edgewood Division, on behalf of the Edgewood Chemical Biological Center (ECBC), is requesting information from industry on its ability to provide High Efficiency Gas Adsorbers (HEGA) Adsorbers. The North American Industry Classification System (NAICS) code for this requirement is 333413. II. APPLICABLE DOCUMENTS A. IEST -RP-CC008.2, [High-efficiency Gas-phase Adsorber Cells], dated 01 Feb 2011 with the following modifications to that standard brought out in Appendix A. The exceptions listed in Appendix A are directly related to the numbering scheme from the original document, IEST-RP-CC008.2. B. MIL-PRF-32016A(EA), [Performance Specification Cell, Gas Phase, Adsorber], 22 April 2002 C. MIL-DTL-32101A, [Carbon, Activated, Impregnated, Copper-Silver-Zinc-Molybdenum- Triethylenediamine (ASZM-TEDA)], 19 Sep 2002 III. SPECIFIC ITEMS OF INTEREST/SUBMITTAL CRITERIA The government is requesting information from vendors capable of manufacturing HEGA adsorbers of the following size and specification. HEGA-SIC-16 Stainless steel Adsorber SIC 24"W x 24"H x 16"D HEGA-SIC-18 Stainless steel Adsorber SIC 24"W x 24"H x 18"D HEGA-SIC-24 Stainless steel Adsorber SIC 12"W x 24"H x 24"D HEGA-TEDA-16 Stainless steel Adsorber TEDA 24"W x 24"H x 16"D HEGA-TEDA-18 Stainless steel Adsorber TEDA 24"W x 24"H x 18"D HEGA-TEDA-24 Stainless steel Adsorber TEDA 12"W x 24"H x 24"D HEGA-AC-16 Stainless steel Adsorber AC 24"W x 24"H x 16"D HEGA-AC-18 Stainless steel Adsorber AC 24"W x 24"H x 18"D HEGA-AC-24 Stainless steel Adsorber AC 12"W x 24"H x 24"D Interested vendors with these capabilities are asked to provide a capability statement and sample HEGA-TEDA 16 adsorber for Government testing by 16 March 2018. The capability statement shall not exceed 10 pages (including any supporting documentation). Ensure the following is addressed: 1. Cover Page (include company name, announcement number, address, CAGE Code, DUNS Number and point of contract). 2. Qualifications/capabilities to produce the required absorbers up to 3,000 per year. 3. Discuss economy of scale. 4. Experience or past performance with production of adsorbers similar to those being specified that supports qualifications and capabilities to include contract numbers and dollar amount. The sample adsorber shall be a HEGA-TEDA-16 filter that meets the standards outlined below. This adsorber shall be shipped, at the contractor's cost, to ECBC's Test, Reliability & Evaluation Branch (TREB) at E5165 Caliber Rd Aberdeen Proving Ground, MD 21010. The adsorber shall be labeled "Sample for Sources Sought W911SR-18-HEGA-RFI". The adsorber shall be UV stable and vacuum sealed in plastic that is at least 6mil to protect it from the elements. The adsorber shall be accompanied by documentation showing the adsorber's carbon has been tested by a certified Government lab to meet the requirements within MIL-DTL-32101A. TREB will test the sample HEGA adsorber in accordance with the acceptance testing procedures outlined in the attachment. Vendors that have had their HEGA adsorber tested within the past year may submit their test results to the Primary POC in place of the sample HEGA adsorber. The sample adsorber shall meet the following requirements: • Dimensions: 24"W x 24"H x 16"D • Flow: 416 CFM • Residence time: 0.3s • Carbon type: The carbon shall meet the requirements of purchase description MIL-DTL-32101A, Carbon, Activated, Impregnated, Copper-Silver-Zinc-Molybdenum-Triethylenediamine (ASZM-TEDA). • Build requirements: The contractor is required to follow the Industry standard (IEST-RP-CC008.2, dated 01 Feb 2011) with the following modifications to that standard brought out in Appendix A (Exceptions to IEST-RP-CC008.2 for High-efficiency Gas Phase Adsorber Cells). The exceptions listed in Appendix A are directly related to the numbering scheme from the original document, IEST-RP-CC008.2. The Government will test the sample adsorber in accordance with the adsorber testing standard (MIL-PRF-32016A(EA)). Exceptions to this standard are included in Appendix B (Exceptions to MIL-PRF-32016A (EA) Performance Specification Cell, Gas, Adsorber). Tested filters will be available for pickup within two weeks of the test report date. Be aware that tested materials may be contaminated with DMMP and must be handled properly. Filters not claimed after two weeks will be disposed of by the Government. Test Sample due date 16 March 2018.
