Description

The Department of Veterans Affairs (VA), Network Contracting Office (NCO 17), El Paso, TX intends to enter into an indefinite-delivery indefinite-quantity (IDIQ) contract for Contractors to provide supervised housing and coordinated case management services as a residential component of its Substance Use Disorders Treatment Program (SUDTP) Intensive Outpatient Services (IOP). The goal of the IOP is to provide a community-based, residential therapeutic community environment with sufficient supportive services to meet the needs of those Veterans receiving IOP substance use treatment at the AVAHCS. The term of the contract is a base of one year with four one-year option periods. Solicitation documents are anticipated to be available February 20, 2018 or shortly thereafter and will be posted via the Federal Business Opportunities (FBO) website. Prospective Offerors should not expect notification of issuance of amendments other than via the FBO website and are responsible for obtaining all amendments as posted. Prior to submission of a proposal, Offerors are expected to read the solicitation documentation in its entirety to fully understand the scope of work and terms and conditions of the requirement(s). The VA anticipates issuing a Veteran Owned Small Business (VOSB) set aside solicitation for this requirement. The solicitation will be available for download from http://www.fbo.gov. Interested Contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies are available. The solicitation will provide instructions to Contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. In accordance with FAR 52.204-7, System for Award Management, prospective Contractors must be registered in the System for Award Management (SAM) database under the applicable NAICS Code. Firms may obtain SAM information at https://www.sam.gov. To be eligible for award, Contractors must be registered in SAM. The North American Industry Classification System (NAICS) Code is 623220 (Residential Mental Health and Substance Abuse Facilities) with a small business size standard of $15.0 Million.
