Description
The Rock Island Arsenal - Joint Manufacturing Technology Center (RIA-JMTC) is seeking potential vendors capable of the following: A budgetary rough order of magnitude cost estimate shall be submitted with your statement of interest, and will be due by 27 February 2017. Please see note about Site visit at the bottom of this page!! Rebuild and/or repair of parts (missing or non-repairable) for Grove cranes from Rock Island Arsenal's Joint Manufacturing and Technology Center (RIA-JMTC). The crane shall be returned to the manufacturer's Original Equipment Manufacturing (OEM) standards and to the US Army maintenance standards as prescribed in TM9-4940-568-10 & 23-1, 23-2, & 24P (others as referenced in specified processed below). For repairs and replacements, all items shall be repaired and/or replaced in accordance with OEM and TM Standards. Mandatory replacement parts include the following: all fluids, seals, O-rings, and hoses. Fasteners and fittings shall be replaced only with new ones. Fasteners and fittings not damaged during repair and rebuilt process may be re-used, only if new ones are not available. In the event that fasteners or fittings are re-used, that information shall be disclosed prior to delivery of end product. 1.2. Inspect the rotary table bearing on main frame 1.2.1. Repair or replace 1.3. Inspect Hoist 1.3.1. Check all pins, gears, shafts, and carrier housing for wear and/or cracks 1.3.1.1 Repair or Replace 1.3.2. Check drum for cracks, wear and fit of cable anchoring device 1.3.2.1. Repair or replace 1.3.3. Replace hoist cable 1.4. Inspect Hoist Motor 1.4.1. Case drain test 1.4.2. Replace if motor fails test 1.4.3. Replace all seals 1.5. Inspect Hoist Brake 1.5.1. Verify working order on brake clutch pack, seals and springs 1.5.2. Repair or Replace 1.6. Pull Swing drive gear box and motor from frame 1.6.1. Inspect all gears, carriers and pins 1.6.1.1. Repair or Replace 1.6.2. Inspect output shaft spline and seal area 1.6.2.1. Replace seals 1.6.3. Inspect input shaft spline 1.6.3.1. Repair or Replace 1.6.4. Inspection Pinion spline and outer gear teeth 1.6.4.1. Repair or Replace 1.7. Inspect swing motor 1.7.1. Test case drain 1.7.2. Replace motor if part fails test 1.8. Inspect swing brake 1.8.1. Repair/replace brake clutch pack, seal and springs 1.9. Relief Valves 1.9.1. Adjust all relief valves to OEM specifications to verify valve integrity 1.9.2. Repair or replace 1.10. Hydraulic Cylinders, Includes the following: a. Mask Cylinder 1 each b. Outrigger Jack Cylinders 2 each c. Outrigger Extension Cylinders 2 each d. Boom Lift Cylinders 2 each e. Boom Extension Cylinders 2 each 1.10.1. Inspect all cylinders for leaks - If cylinder has no leaks or rod damage, vendor SHALL NOT disassemble. 1.10.2. Check rod surface for integrity and straightness 1.10.2.1. Repair or replace if necessary 1.10.3. Check barrel for scoring and trueness 1.10.3.1. Replace piston rings and inspect all remaining parts 1.10.3.1.1 Repair or replace if necessary 1.10.4. Check gland for tolerances 1.10.4.1. Repair or replace if necessary 1.10.5. If cylinder leaks or rod is damaged - disassemble 1.10.5.1. Repair or replace if necessary 1.10.6. If boom sections or outrigger extensions are damaged, vendor shall replace with new. 1.10.7. Swing motor replacement if it fails test. 1.10.8. Swing brake replacement if it fails test. 1.10.9. Replacement of O-rings in 3 and 5 valve banks 1.10.10. Replacement of holding valves 1.11. Control Valves 1.11.1. Remove complete control valve assemblies 1.11.1.1. Replace if damaged 1.11.1.2. Inspect text for legibleness, Vendor shall replace text if it is illegible 1.11.2. Inspect all control knobs 1.11.2.1. Replace all O-rings and reseal valve assemblies 1.11.3. Reseal complete valve assembly 1.11.4. Test for leaks and correct operation 1.12. Check Manual Override 1.12.1 Replace if it is not functioning properly 1.13. Hoses 1.13.1. Replace all component hoses and their O-rings 1.14. Inspect all harnesses and electrical control box for damage 1.14.1. Replace if damaged 1.15. Inspect and test all switches for proper function 1.15.1. Replace if not functioning 1.16. Inspect all boom sections and string line measure them per TM factory procedures to verify no twist or bend. 1.16.1. Replace boom wear pads and grease 1.16.2. Do not repair only replace failing sections 1.17. Inspect PAT overload warning system 1.17.1. System shall be in accordance with TSM DS50A2 Greer Replacement/Rev.-1/19208/07-18-07. 1.71.2. Test overload protection system in accordance with 1.17.1 1.18. Check outrigger extensions 1.18.1.. Grease wear surfaces 1.18.2 Replace if damaged 1.19. Cycle and test hydraulic systems for leaks 1.19.1. Repair or replace if necessary. Unit shall be leak free. 1.20. Inspect all pins and bearings 1.20.1. Replace, as necessary, in accordance with TM 1.21. After pressure washing to remove dirt, oil, and grime, vendor shall lubricate crane assembly, in accordance with the lube chart found in TM9-4940-568-10. a. A SITE VISIT WILL BE HELD ON Thursday, February 22, 2018 9:00 AM Central time LOCATED AT ROCK ISLAND ARSENAL - JOINT MANUFACTURING AND TECHNOLOGY CENTER (RIA-JMTC). b. Location for the scheduled site visit is: Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC), Rock Island, IL 61299. A meeting location will be provided upon completion of pre-registration. c. All visitors to RIA-JMTC must obtain an installation visitor badge prior to entering the installation. In efforts to expedite this process, all visitors must pre-register three (3) business days prior to their visit with he Contract Specialist and Visitors Center. See paragraph 10 of the solicitation Narrative for additional information. It is recommended that you arrive at the Visitors Center at least 30 minutes prior to the site visit time. Both U.S. Citizens and Foreign Visitors will need to present your valid Government Issued ID when entering Rock Island Arsenal check points. Acceptable forms of ID for U.S. Citizens are: State issued picture ID, or federally issued picture ID. Acceptable forms of ID for Foreign Visitors are: Passport, Visa Number, or Alien Registration. e. Visitors may enter from the Moline, IL gate entrance to the Arsenal. f. Upon providing the information above to the Contract Specialist, the meeting place for the site visit will be provided with confirmation stated that they have been registered. g. While the site visit is not mandatory, it should be noted that an offer may have extreme difficulty in formulating an accurate bid on this project without first examining the planned material locations and determining the existence of any potential obstacles. All site inspections and / or measurements, which must be taken in order to determine the suitability of the proposed location, are the sole responsibility of the contractor. h. During the site visit, contractors are urged to ask questions. Contractors are urged not to contact any other Government points of contact regarding any general information other than the Contract Specialist of this requirement. The Government will not be responsible for any information the Contractor obtains on their own. It is requested that all information/questions be coordinated with the Contract Specialist in writing.
