Description
The United States Coast Guard (USCG) intends to solicit, on a sole source basis, to OmniThruster Inc., 2201 Pinnacle Parkway, Twinsburg, OH 44087, USA, for modification kits to the USCGC HEALY's bow thruster system under FAR 6.302-1, " Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". These kits consist of the following: vanes, shafts, bearings, seals, actuators, Programmable Logic Controller (PLC) hardware & software, and materials/equipment lists. OmniThruster Inc. is the Original Equipment Manufacturer (OEM) and is the only known source to have access to the propriety data needed to complete the manufacture of the modification kits for the bow thruster system. The USCG does not possess the data rights to the bow thruster system; therefore, only OmniThruster Inc. has the proprietary knowledge, design data and drawings needed to manufacture the kits. In addition, OmniThruster Inc. was recently awarded a sole-source engineering contract (HSCG85-17-P-P45487) for the design of the modification kits. This notice of intent is not a request for proposals or quotations. All written responses shall include a written narrative of capability, including technical information demonstrating the contractor's ability to meet the above requirements. The responses need to be sufficient so that the Government can establish that the Contractor possesses a bona-fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding with a non-competitive (i.e., sole source) procurement with OmniThruster Inc.. A determination by the Government to open this requirement to competition based upon responses to this notice is within the discretion of the Government. Affirmative written responses are to be received no later than 15 days after publication of this synopsis. All information in response to this notification shall be submitted via email to Contract Specialist/Officer Amy Kelm at Amy.A.Kelm@uscg.mil.
