Description
NOTICE OF INTENT TO SOLE SOURCE Project Title: Artificial Intelligence (AI) Proof of Concept Contract Closeout Announcement No: HHSOIG20180001 The Government hereby submits a notice of intent to award a sole source fixed price contract for a Proof of Concept to KPMG LLP of a commercial item. The contractor will initially conduct an assessment to identify applicable contract administration regulatory and procedural requirements unique to HHS OIG. Subsequently, the vendor will propose (map, document, process flow, etc.) contract administration close-out procedures designed for partial or fill automation. To include conducting a technology assessment to select the most suitable RPA vendor based on unique requirements of the OIG environment and process requirements. Once the technology is selected, the vendor will design, configure, and test a proof of concept automation deployment for a procedure outlined in the overall proposed close-out process. A high-level deployment roadmap for additional automation activities will also be provided to the HHS OIG. The outcome is to test the feasibility of reducing burden on OIG by decreasing the number of individuals and the total number of days required to close contracts. In addition, the vendor will assess other benefits such as error reduction, increased throughput, and 24/7 operations. Period of Performance of POC award is not to exceed one (1) year and estimated at $250,000. The sole source contracting action is accordance with FAR 6.302-1. This synopsis of contract action is posted in accordance with FAR 5.201(b). Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive and would not hinder the mission objective of the OIG. The determination not to compete this proposed contract action is solely within the discretion of the Government. The purpose of the information received is for determining whether to conduct a competitive procurement. The Government is not responsible for any costs incurred in responding to this notice.
