- This is a SOURCES SOUGHT SYNOPSIS announcement to be used for preliminary market research purposes only. No quotations are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR QUOTATIONS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The type of solicitation to issue will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), and Economically Disadvantaged Women Owned Small Business (EDWOSB) to compete and perform a Firm Fixed Price Contract. The type of solicitation to be issued will depend upon the responses to this sources sought synopsis. The vendor shall provide and maintain 43 solid waste containers, custom recycling containers, plus spare and replacement containers for various locations of the Katherine's Landing area of Lake Mead National Recreation Area, adjacent to Bullhead City, Arizona. Lake Mead NRA spans 1.5 million acres in southeastern Nevada and northwestern Arizona. The Katherine's Landing area is located on the Arizona side of the Colorado River and Lake Mohave just north of Bullhead City inside Lake Mead NRA. SCOPE OF WORK 1.Disposal All solid waste collected shall be removed from the premises and transported to a processing facility for the purpose of re-manufacturing or recycling to the extent available. All solid waste not transported to a facility for re-manufacturing or recycling shall be disposed of only through a solid waste disposal facility that has been certified by the appropriate state agency responsible for solid waste management, or by the Environmental Protection Agency (EPA). 2.Recyclable Materials The vendor shall handle, transport and ensure the recycling of all materials intended to be recycled. Materials intended to be recycled (i.e., materials in recycling containers or otherwise designated by the COR to be recycled) shall be recycled unless prior approval is received from the Contracting Officer, or his/her designee. For example, materials intended to be recycled cannot be landfilled or disposed of in any manner other than to recycle without prior approval of the Contracting Officer, or his/her designee. The vendor should strive to recycle to the greatest extent possible given local market conditions, in keeping with the NPS goals. Restriction on Use: Recyclable paper collected shall be used or sold as recyclable paper only. The contractor shall not use, allow access to, or offer for resale any papers, documents, file record material, or any other form of records as files, records, or for the information contained therein. 3.Reports. The vendor will identify all recyclable materials by type, grade, and quantity (i.e. number of containers and/or weight) prior to their being transported from the facility. Records of what was transported from the facility(s) and receipts obtained shall be made available to the COR upon request. The method of identifying materials prior to transportation from the facility(s), obtaining receipts and keeping records of these transactions shall be approved by the COR, or his/her designee. A semi-annual Recycling Report shall be submitted twice a year, for the six-month periods covering October through March and April through September. The contractor shall submit a semi-annually report a Waste Hauling Report to the COR, showing the amount of trash hauled, by volume or weight. A semi-annual report shall be submitted twice a year, for the six-month periods covering October through March and April through September. Records and receipts obtained shall be made available to the COR upon request. 4.Tentative Locations & Container Sizes Princess Cove: 2 front load 6 CU; 2 front load 3 CU Cabin Sites: 2 front load 3 CU; 2 front load 6 CU NV Telephone Cove: 40 cu roll off (1 during the Winter Schedule, 2 during the Summer Schedule) AZ Telephone Cove North: 10 front load 6 CU; 1 front load 3 CU AZ Telephone Cove South: 2 front load 6 CU Picnic Area: 2 front load 3 CU Main Launch Ramp: 7 front load 6 CU Parking Lot: 7 front load 6 CU Shop & Housing Area: 8 front load 3 CU; 1 front load 6 CU; 2 front load 5 CU Campground/A,B,C & D Loops: 5 front load 3 CU 5.Tentative Pick-Up Schedule: Winter Schedule (November 1 through March 30): Empty all front load dumpsters one (1) time per week. Empty one (1) -40 cu roll-off one (1) time per month. Summer Schedule (April 1 through October 31): Empty all dumpsters every Monday and Friday. Empty all dumpsters on the Saturday of a Holiday Weekend, (i.e. Memorial Day & Labor Day). Empty all dumpsters on the Saturday before and the Saturday after Independence Day. Empty two (2) -40 cu roll-off once per week. North American Industrial Classification System (NAICS) Code applicable to this sources sought is 562111, Solid Waste Collection. The Small Business Size Standard for this sources sought is $38.5 million. Interested companies responding to this sources sought should include the following information: 1. Provide specific information on relevant work the same or similar in size and complexity.
